(AP) ? Amy Winehouse died from accidental alcohol poisoning when she resumed drinking after a period of abstinence, a second coroner's inquest confirmed Tuesday.

Coroner Shirley Radcliffe ruled that the 27-year-old soul singer "died as a result of alcohol toxicity" and recorded a verdict of death by misadventure. She said there were no suspicious circumstances.

She said that Winehouse "voluntarily consumed alcohol ? a deliberate act that took an unexpected turn and led to her death."

The Grammy-winning singer, who fought a very public battle with drug and alcohol abuse for years, was found dead at her London home on July 23, 2011, with empty vodka bottles scattered around her.

Radcliffe said a postmortem had found that Winehouse had a blood alcohol level five times the legal driving limit, and above a level that can prove fatal.

She said that that much alcohol could affect the central nervous system so much that a patient could "fall asleep and not wake up."

Pathologist Michael Sheaff told the inquest that Winehouse had likely suffered a respiratory arrest after consuming so much alcohol. The level in her blood was 416 milligrams per 100 milliliters, a blood alcohol level of 0.4 percent. The British legal driving limit is 0.08 percent.

Winehouse's family did not attend the 45-minute inquest, which was held after the original coroner was found to lack the proper qualifications for the job.

That coroner later resigned after her qualifications were questioned. She had been hired by her husband, the senior coroner for inner north London. But she had not been a registered lawyer in Britain for five years as required.

In Britain, inquests are held to determine the facts whenever someone dies unexpectedly, violently or in disputed circumstances.

Tuesday's verdict was the same as that produced by the first inquest in 2011.

The beehive-haired Winehouse shot to global fame with her 2006 album "Back to Black," which won five Grammys. But her erratic public behavior, turbulent private life and frequent health problems ? which included seizures, emphysema and bulimia ? often overshadowed her talent.

Tuesday's second inquest re-heard testimony from witnesses and experts including the bodyguard who found Winehouse dead, the police officer who investigated and a doctor who treated the singer as she tried to quit drugs and alcohol.

The doctor, Christina Romete, said Winehouse was "a highly intelligent individual, very determined and willful," who did not easily follow doctors' orders and resisted suggestions she seek psychological help.

She said the singer had successfully given up drugs after a period taking heroin, crack cocaine and marijuana, but had struggled to stop drinking, going through periods of abstinence followed by booze binges.

She started drinking a few days before her death, after being dry for almost two weeks.

"She said she started drinking again because she felt bored," said Romete, who saw Winehouse the day before she died.

"I asked Amy if she was going to stop drinking that evening, and she said she did not know," the doctor said.

Wanted: Mars colonists to explore Red Planet

If you think you have the right stuff to help colonize Mars, you'll soon get your chance to prove it.

The Netherlands-based nonprofit?Mars One, which hopes to put the first boots on the Red Planet in 2023, released its basic astronaut requirements today (Jan. 8), setting the stage for a televised global selection process that will begin later this year.

Mars One isn't zeroing in on scientists or former fighter pilots; anyone who is at least 18 years old can apply to become a?Mars colony pioneer. The most important criteria, officials say, are intelligence, good mental and physical health and dedication to the project, as astronauts will undergo eight years of training before launch.

"Gone are the days when bravery and the number of hours flying a supersonic jet were the top criteria," Norbert Kraft, Mars One's chief medical director and a former NASA researcher, said in a statement. "Now, we are more concerned with how well each astronaut works and lives with the others, in the long journey from Earth to?Mars?and for a lifetime of challenges ahead."

Mars One plans to launch a series of robotic cargo missions between 2016 and 2021, which will build a habitable Red Planet outpost ahead of the arrival of the first four colonists in 2023. The organization will fund most of its ambitious activities by staging a global reality-TV event that follows the colonization effort from astronaut selection through the settlers' first years on Mars.

Mars One, which transitioned from a private company to a nonprofit late last year, has already received a number of inquiries from prospective colonists, officials said.

"Well before the official Astronaut Selection Program, we received more than 1,000 emails from individuals who desire to go to Mars," Suzanne Flinkenfl?gel, Mars One's communications director, said in a statement. "We are working hard to launch our selection campaign as soon as possible, to open the doors to everyone who aspires to do something tremendous in their lifetime."

Final astronaut candidates will be selected after review by Mars One experts and a global TV event. Those chosen will be employed by Mars One during their Earth-based training and for the length of their time on the Red Planet, officials said.

WASHINGTON (AP) ? The composition of President Barack Obama's second term Cabinet became clearer Wednesday, with Labor Secretary Hilda Solis resigning and three other members of the president's team deciding to stay on amid concerns about diversity in Obama's inner circle.

Solis, a former California congresswoman and one of the highest-ranking Hispanics in the Cabinet, said she was departing after leading the department during the economic storms of the first term. She was the nation's first Hispanic labor secretary.

A White House official said three Cabinet members ? Attorney General Eric Holder, Health and Human Services Secretary Kathleen Sebelius and Veterans Affairs Secretary Eric Shinseki ? would stay on as the second term begins. It would ensure diversity among the president's leadership team ? Holder is black, Sebelius is a woman and Shinseki is of Japanese-American descent.

The official, who spoke on condition of anonymity to discuss personnel changes, said the three remaining officials were not an exhaustive list of which Cabinet members intended to stay.

Some Democratic women have raised concerns that the "big three" jobs in the Cabinet ? State, Defense and Treasury ? will be taken by white men. Democratic Sen. John Kerry of Massachusetts has been tapped as the next secretary of state; former Nebraska Sen. Chuck Hagel, a Republican, was picked to run the Pentagon and White House chief of staff Jack Lew is expected to be named treasury secretary later this week.

The White House is expected to announce more members of Obama's Cabinet in the coming weeks, giving the president a chance to present a team that reflects the diverse coalition of women, Hispanics and minorities that helped give him a second term.

Susan Rice, the U.S. ambassador to the United Nations and a close friend of the president, removed her name from consideration for the State Department last month following criticism from Republicans over her initial comments about the attacks on Americans in Libya. Several female House Democrats said the criticism of Rice, who is black, was indicative of sexism and racism.

EPA Administrator Lisa Jackson said last month she is stepping down after nearly four years as the administration's chief environmental watchdog. No replacement has been named, although several names are reportedly under consideration, including Washington Gov. Chris Gregoire and Jackson's deputy, Bob Perciasepe.

Gregoire is a longtime Obama ally who is leaving office next week after two terms, while Perciasepe is slated to take over as acting EPA administrator after Jackson leaves, expected in the next few weeks.

Energy Secretary Steven Chu, meanwhile, is expected to leave sometime after the inauguration, while Interior Secretary Ken Salazar's plans are unknown. Contenders to replace Chu include former North Dakota Sen. Byron Dorgan, former Michigan Gov. Jennifer Granholm and Gregoire.

The only current Republican in the Cabinet, Transportation Secretary Ray LaHood, has not indicated whether he will leave the administration.

Obama said Solis was a "tireless champion for working families" and had been a key member of his economic team during a first term marked by efforts to rebound from the recession. She won praise from labor unions for an aggressive enforcement of wage and hour laws and job safety regulations but business groups criticized her as not taking a more cooperative approach.

Solis is expected to return home to California to run for a seat on the Los Angeles County Board of Supervisors.

Sebelius, a former Kansas governor and insurance commissioner, had been widely expected to stay on to shepherd Obama's health care overhaul to its fulfillment. The big push to cover some 30 million uninsured Americans starts next year.

Holder, who served in the Justice Department during the Clinton administration, has faced a rocky tenure as attorney general, dealing with civil rights and terrorism cases along with a botched gun smuggling probe along the Southwest border.

He ordered a review of CIA interrogations during the Bush era amid disclosures that agency interrogators once threatened to kill a Sept. 11 suspect's children and suggested another would be forced to watch his mother be sexually assaulted. The outcome of the exhaustive inquiry ? it lasted three years and resulted in no criminal charges ? prompted more criticism, this time from human rights groups.

Shinseki has sought to manage a large agency closely watched by returning troops as the war in Iraq ends and another one winds down in Afghanistan. He has dealt with problems ranging from homeless veterans, rising troop suicides and veteran unemployment and growing mental health care needs.

Iraqi Sunnis, Kurds boycott cabinet to back protests

BAGHDAD (Reuters) - Iraqi Sunni Muslim and Kurdish ministers boycotted a cabinet session on Tuesday to show support for protests that are threatening Shi'ite Prime Minister Nuri al-Maliki's fragile cross-sectarian government.

Thousands of protesters have demonstrated and blocked a key highway in Iraq's Sunni provinces for more than two weeks to challenge Maliki, a leader many Sunnis feel has marginalized their community a year after the last U.S. troops pulled out.

In a rival show of backing for the Shi'ite premier, around 7,000 protesters marched on Tuesday in the southern cities of Basra and Kerbala, waving Maliki portraits and banners supporting the Shi'ite parties in his coalition.

Protests and the conflict in nearby Syria, where mainly Sunni insurgents are fighting President Bashar al-Assad, an ally of Shi'ite Iran, are fuelling worries that Iraq risks sliding back into the sectarian slaughter that peaked in 2006 and 2007.

Sunni-backed Iraqiya party lawmakers said their ministers stayed away from the cabinet meeting in support of the protests sparked in late December when security forces arrested bodyguards of Sunni Finance Minister Rafaie al-Esawi.

"They made a decision to boycott the session today," Iraqiya lawmaker Jaber al-Jaberi said. "They don't see a response from the government to the demands of the protesters... or to accepting power-sharing."

Alaa Talabani, a Kurdish lawmaker, said party leaders had also asked Kurdish ministers to stay away. A senior government source at the meeting confirmed Sunni and Kurdish ministers had missed the Council of Ministers session.

Violence and bombings are down sharply since the height of the OPEC country's conflict, but the government, split among Shi'ites, minority Sunnis and ethnic Kurds, has been deadlocked over power-sharing since it was formed in December 2010.

Complicating the crisis is a growing dispute between the Arab-led government in Baghdad and autonomous Kurdistan in the north, where ethnic Kurds run their own regional authority.

Tensions have worsened since Kurdistan signed oil deals with majors such as Exxon Mobil and Chevron, a move seen by Baghdad as an unconstitutional challenge for control of Iraq's crude.

SUNNI GRIEVANCES

In the Sunni heartland of Anbar province, once a base for Sunni Islamist fighters and al-Qaeda insurgents battling U.S. troops, at least 5,000 protesters have taken daily to the streets and blocked a highway leading to the Syrian border.

Sunni leaders and tribal sheikhs' demands range from Maliki's removal to release of detainees and the suspension of an anti-terrorism law that Sunnis believe has been abused by authorities to target their sect unfairly.

Some Sunni politicians now sense a chance in the conflict across the border in neighboring Syria against Assad, an Iran ally whose minority Alawite sect has roots in Shi'ite Islam.

Should Assad fall, a Sunni regime may rise to power in Syria, weakening the influence of Iran in the region's Shi'ite-Sunni power balance and embolden Iraq's own Sunni minority.

Lawmakers from the Sunni-backed Iraqiya block, Maliki's State of Law Shi'ite alliance, Kurdish parties and other Shi'ite parties failed to agree over the weekend on talks in parliament to discuss the demands of protesters.

Demonstrations erupted a day after President Jalal Talabani flew out of Iraq for treatment following a stroke. A respected Kurdish statesman, Talabani has long been a moderating influence among Shi'ite, Sunni and Kurdish factions.

As a mobile gaming device this new console will have the ability to play games from a catalog that includes Google Play games, as well as Nvidia?s ?Tegra Zone? of graphically intensive Android games. ?Featured mobile games from the official Nvidia site include ARMA Tactics, Blood Sword: Sword of Ruin, Burn Zombie Burn, and Real Boxing.

What?s most intriguing about Project Shield is its ability to wirelessly stream games from a local Windows PC. ?With a GeForce GTX 600 series GPU, you can have access to games from your Steam library, and the ability to play them either on your Project Shield handheld console, or on your television using the controller. ?The tech demo included?Assassin?s Creed III?being played on both the 5-inch display, and a TV.

Mortgage Settlement's Next Step: Banks to Pay ... - AOL Real Estate

U.S. banks have taken another step to clear away the wreckage of the 2008 financial crisis by agreeing to pay $8.5 billion to settle charges that they wrongfully foreclosed on millions of homeowners.

The deal announced Monday could compensate hundreds of thousands of Americans whose homes were seized because of abuses such as "robo-signing," when banks automatically signed off on foreclosures without properly reviewing documents. The agreement will also help eliminate huge potential liabilities for the banks.

But consumer advocates complained that regulators settled for too low a price by letting banks avoid full responsibility for foreclosures that victimized families and fueled an exodus from neighborhoods across the country.

The settlement ends an independent review of loan files required under a 2011 action by regulators. Bruce Marks, CEO of the advocacy group Neighborhood Assistance Corp. of America, noted that ending the review will cut short investigations into the banks' practices.

"The question of who's to blame - the homeowners or the lenders - if you stop this investigation now, that will always be an open-ended question," Marks said.

The banks, which include JPMorgan Chase, Bank of America and Wells Fargo, will pay about $3.3 billion to homeowners to end the review of foreclosures.

The rest of the money - $5.2 billion - will be used to reduce mortgage bills and forgive outstanding principal on home sales that generated less than borrowers owed on their mortgages.

A total of 3.8 million people are eligible for payments under the deal announced by the Office of Comptroller of the Currency and the Federal Reserve. Those payments could range from a few hundred dollars to up to $125,000.

Homeowners who were wrongly denied a loan modification will be entitled to relatively small payments. By contrast, people whose homes were unfairly seized and sold would be eligible for the biggest payments.

Banks and consumer advocates had complained that the loan-by-loan reviews required under the 2011 order were time-consuming and costly and didn't reach many homeowners. Banks were paying large sums to consultants to review the files. Some questioned the independence of those consultants, who often ruled against homeowners.

The deal "represents a significant change in direction" that ensures "consumers are the ones who will benefit, and that they will benefit more quickly and in a more direct manner," Thomas Curry, the comptroller of the currency, said in a statement.

But Charles Wanless, a homeowner in the Florida Panhandle, is among those who question that promise. Wanless, who is fighting foreclosure proceedings with Bank of America, says he doubts the money will benefit many who lost homes.

"Let's say they already foreclosed on me and I lost my home," said Wanless, who runs a pool cleaning business in Crestview, Fla. "What's $1,000 going to do to help me? If they took my house away wrongfully, is that going to get me my house back? I might be able to find one if I'm one of the lucky ones who gets $125,000."

Diane Thompson, a lawyer with the National Consumer Law Center, complained that the deal won't actually compensate homeowners for the actual harm they suffered.

The deal "caps (banks') liability at a total number that's less than they thought they were going to pay going in," she said.

Thompson supports the decision to make direct payments to victimized homeowners. But she said the deal will work only if it includes strong oversight and transparency provisions.

The companies involved in the settlement announced Monday also include Citigroup, MetLife Bank, PNC Financial Services, Sovereign, SunTrust, U.S. Bank and Aurora. The 2011 action also included GMAC Mortgage, HSBC Finance Corp. and EMC Mortgage Corp.

Regulators announced the deal on the same day that Bank of America agreed to pay $11.6 billion to government-backed mortgage financier Fannie Mae to settle claims related to mortgages that soured during the housing crash.

The agreements come as U.S. banks are showing renewed signs of financial health, extending their recovery from the 2008 crisis that nearly toppled many of them. They are lending more and earning greater profits than at any time since the Great Recession began in December 2007.

Monday's foreclosure settlement doesn't close the book on the housing crisis, which caused more than 4 million foreclosures. It covers only consumers who were in foreclosure in 2009 and 2010. Some banks didn't agree to the settlement. And resolving millions of claims involving multiple banks and mortgage companies is complicated and time-consuming.

"It's going to take a few more years to get it sorted out," said Bert Ely, an independent banking consultant.

Michael Allen of Petersburg, Va., hopes to benefit from the settlement. He lost his home last month after 2? years of trying to modify his mortgage. He had fallen behind on his payments after the plant he was working closed.

"I was working with the banks to re-modify (my loan), and I'd get to the final stages and I'd have to start over again. They didn't give me any reason. I'd call them, they'd transfer me from one person to the next. ... They just kept giving me the runaround."

Citigroup said in a statement that it was "pleased to have the matter resolved" and thinks the agreement "will provide benefits for homeowners." Citi expects to record a charge of $305 million in the fourth quarter of 2012 to cover its cash payment under the settlement. The bank expects that existing reserves will cover its $500 million share of the non-cash foreclosure aid.

Bank of America CEO Brian Moynihan said the agreements were "a significant step" in resolving the bank's remaining legacy mortgage issues while streamlining the company and reducing future expenses.

Amy Bonitatibus, spokeswoman for JPMorgan Chase, said the bank had "worked very hard" on the foreclosure review and was "pleased to have it now behind us."

U.S. Bancorp, which owns U.S. Bank, said its part of the settlement includes an $80 million payment to homeowners. That payment will reduce its fourth-quarter earnings by 3 cents per share. It has also committed $128 million in mortgage aid.

Leaders of a House oversight panel have asked regulators for a briefing on the proposed settlement. Regulators had refused to brief Congress before announcing the deal publicly.

Rep. Elijah Cummings of Maryland, the top Democrat on the House Committee on Oversight and Government Reform, said the settlement "may allow banks to skirt what they owe and sweep past abuses under the rug without determining the full harm borrowers have suffered."

He complained that regulators failed to answer key questions about how the settlement was reached, who will get the money and what will happen to others who were harmed by these banks but were not included in the settlement.

The settlement is separate from a $25 billion settlement among 49 state attorneys general, federal regulators and five banks: Ally, formerly known as GMAC; Bank of America; Citigroup; JPMorgan Chase and Wells Fargo.
