(AP) ? One of the two Taliban militants suspected of attacking a teenage girl activist was detained by the Pakistani military in 2009 but subsequently released, intelligence officials said Thursday.

Malala Yousufzai, 14, was shot and critically wounded on Oct. 9 as she headed home from school in the northwest Swat Valley. The Taliban said they targeted Malala, a fierce advocate for girls' education, because she promoted "Western thinking" and was critical of the militant group.

The military detained Attaullah during the army's 2009 offensive in Swat because of suspected ties with the Pakistani Taliban, which had established effective control over the valley at the time, said two intelligence officials. They spoke on condition of anonymity because they were not authorized to talk to the media.

The military successfully pushed most of the militants out of Swat, but Attaullah was released because of a lack of evidence linking him to specific attacks, said the officials. It's unclear how long he was held.

The shooting of Malala outraged people around the world and stepped up pressure on the Pakistani government to intensify its fight against the Taliban and their allies.

Malala was airlifted to England earlier this week for specialized treatment and to protect her from follow-on attacks by the Taliban, who have threatened to target her again until she is killed.

A Pakistani official said Wednesday that Malala was improving and has been moving her limbs. The official, who said he was briefed by Malala's doctors in England, spoke on condition of anonymity because he wasn't cleared to talk on the record about the case.

I love chili.

It?s not just because it?s delicious, spicy, hearty and warm, but also because it?s so versatile and can be made ahead of time. It?s virtually impossible to make a small pot of chili, so it?s perfect for feeding a big crowd at your next tailgating party.

Below is my favorite spicy chili recipe and a few tasty ways to serve it. Make it the day before game day, heat it up before heading out and pack in an insulated container, or heat in a cast iron pot right on the grill.

1-lb. ground beef browned and drained*
*For a lower fat chili use cooked turkey or chicken. For a vegetarian chili just leave the beef out and add another can of beans, or add your favorite meatless soy substitute when chili is almost done simmering.
2 tbsp olive oil
1 large yellow onion diced
1 green bell pepper diced
2-4 jalapenos sliced (add less for mild, more for spicy)
1 28-oz. can of diced tomatoes or 8 to 10 fresh tomatoes diced
15-oz. can of black beans drained
15-oz can kidney beans, drained
15-oz can cannellini beans, drained
(you can also use dried beans after soaking them if you prefer them to canned)
1/2 cup chili powder
1 tbsp cumin
1 tsp cayenne pepper (optional)
salt and pepper to taste

Heat oil over medium heat and saute onion and pepper until softened. Add jalapenos, tomatoes, beans, spices and meat. Mix until combined. Turn the temperature up to get the chili bubbling. Then, reduce heat to low, cover and simmer 2 to 2 1/2 hours, stirring often.

Spoon chili into bowls and serve. I like to top mine with shredded sharp cheddar cheese, chopped raw onions and sliced jalapenos. Pair it with your favorite beer.

Chili Cheese Burger and Chili Dogs
If you?re grilling burgers and hotdogs at your tailgating party, spice them up with slow-cooked flavor by using this chili as a topping. Add some cheese, onions and jalapenos?yum!

Chili Sloppy Joes
This is so easy. Toast some hamburger buns on the grill. Fill them with chili and eat.

Chili Nachos on the Grill
For another tasty chili treat, spread tortilla chips evenly on a baking sheet or pizza pan. Spoon chili onto chips and top with shredded cheddar and/or Monterey Jack cheese. For added spice, top with sliced jalapenos. Place pan on the grill and cover. Cook about five minutes, or until cheese is melted. Serve with shredded lettuce, diced tomatoes and sour cream.

Grilled Chili Quesadilla
Top a flour tortilla with shredded cheese (cheddar and/or Monterey Jack). Spoon a few spoonfuls of chili on top. Top with more cheese and another tortilla. Brush tortillas with olive oil. Grill for 5 minutes (or until tortilla begins to brown) and flip. Grill another few minutes until browned and cheese is melted. Serve with salsa and sour cream.

NATO: Afghanistan drawdown plans unchanged

KABUL, Afghanistan (AP) ? NATO's top official said Thursday the alliance remains committed to help enable Afghan forces assume full responsibility for the country's security after 2014, when coalition troops are due to end their combat mission.

The statement by visiting Secretary-General Anders Fogh Rasmussen comes amid speculation that the U.S.-led alliance could accelerate its withdrawal plans.

"Our goal is that Afghanistan will be able to stand on its own feet, but Afghanistan will not stand alone," Fogh Rasmussen said.

NATO's governing body, the North Atlantic Council, was visiting Kabul for meetings with President Hamid Karzai, coalition military commander Gen. John Allen and commanders of the Afghan government's forces.

The military alliance has also agreed to offer a smaller, post-2014 mission to help the Afghan forces with training, advice and assistance.

The strategy agreed between NATO, its partners and Karzai's government is to enable the Afghans to take over the war against the Taliban and other insurgents by the end of 2014.

NATO started drawing down its forces earlier this year. It currently has 104,000 troops in Afghanistan ? 68,000 of them Americans ? down from 140,000 the alliance had here in 2011.

Polls show that the 11-year war remains deeply unpopular among NATO's 28 member states, most of which are cutting defense budgets at a time of austerity caused by financial crises. There have been calls in the United States and elsewhere to accelerate the drawdown plan.

LONDON (AP) -Luis Suarez is finding out just how hard it is to rehabilitate a damaged reputation.

Arriving at Liverpool with the tag `Cannibal of Ajax' after a biting incident in the Netherlands and vilified for being sent off in a World Cup quarterfinal for a cynical handball on the goal line, he's proved to be a magnet for controversy in England.

Tuesday marked exactly a year since the Uruguay striker re-opened race tensions in the English game by abusing Manchester United's Patrice Evra.

Now Suarez is at the center of fresh controversy, being attacked as the chief culprit in a wave of diving and simulation that has crept into the Premier League.

The Evra controversy rumbled on for months, with Liverpool's antagonistic response to the sanctions, and Suarez's refusal to shake hands in the rematch, causing as much damage as the original confrontation.

Liverpool's attempt to draw a line under a dispute at the beginning of this season had seemed to be working.

"I shut up and I forget it," Suarez said in August. "I want to leave it now."

A goal spree to become Liverpool's leading scorer this season was helping.

But then the spotlight turned to just how he was trying to score those goals, with accusations from opponents and the sport's authorities that he was a serial diver, using simulation to try and win penalties and free kicks.

Liverpool manager Brendan Rodgers has complained that Suarez's reputation means he is being denied legitimate penalties, but a wave of football figures have piled in to condemn Suarez.

Stoke manager Tony Pulis branded him an "embarrassment", saying Suarez should be banned for three matches for theatrically going down too easily in the penalty area during a 0-0 draw at Anfield earlier this month.

Arsenal defender Laurent Koscielny used an interview with French daily L'Equipe to express his hatred of playing against Suarez because of his "cheating."

FIFA vice-president Jim Boyce backed Pulis' call for retrospective action against divers.

"I watched the latest Suarez incident two or three times, and to me it is nothing less than a form of cheating," Boyce said. "It is becoming a little bit of a cancer within the game."

UEFA's refereeing chief Pierluigi Collina used a platform in London to decry any simulation.

"If there is no contact this is cheating," he said. "If the contact is provoked by the attacker moving the leg away from the running direction trying to find the opponent's leg this is the problem."

But just as it did in the Evra incident, Liverpool is strongly defending its striker, portraying him a fall-guy who has become a target for censure since the racism row.

"It's reputation because of what happened last season," Liverpool managing director Ian Ayre said at the Leaders in Football conference last week. "I am not surprised by the reaction because we all feel he is a bit of target. Now everything Luis Suarez does is in the spotlight."

Former Liverpool striker Michael Owen is one of the few players to come out in support of Suarez.

"I'd say that 75 percent of people could stay on their feet for a penalty," the Stoke player said at the same conference as Ayre. "And if they get touched and go down it is almost, `He got touched so it's OK to go down'."

Owen owned up to going down easily at the World Cup twice for England.

"I played at the 1998 World Cup against Argentina and I was running flat out, got a nudge, went down," he recalled. "Could I have stayed up? Yes probably."

No-one in England complained about that penalty, raising the question of whether there were different standards applied to English and non-English players.

Wigan's Spanish manager Roberto Martinez said the attitudes toward diving were different in England than in some other countries, and that imports need to adjust accordingly.

"I had a player that used to dive a lot - he wasn't British," Martinez said. "In Spain, it is not seen as cheating. It is seen as getting something back from the team.

"Here we see it as cheating. I had just signed this player from a Spanish club and the first game he goes past a defender and he goes down easy, and I said, `You can't do that'."

Owen, though, argues that it's another means of outwitting an opponent.

"No one is for blatantly diving, of course they are not, but there is a part of a striker that actually tries to entice the leg to come out to try to win a penalty," Owen said. "It is a skill and it has been done for years and years and I don't think it will ever leave the game."

And Suarez's moves will be the most closely scrutinized, starting against Reading on Saturday.
