UN nuclear agency: Iran poised to expand nuke work

(AP) ? Iran is poised to double its output of higher-enriched uranium at its fortified underground facility, the U.N. nuclear agency said Friday ? a development that puts Tehran within months of being able to make the core of a nuclear warhead.

The finding also calls into question a tentative new U.S. plan meant to induce Tehran to compromise on its nuclear program by offering a rollback of crippling new anti-Iran sanctions if Tehran cuts back on enriching uranium to 20 percent.

In its report, the International Atomic Energy Agency said Iran was ready within days to ramp up its production of 20 percent enriched uranium at its plant at Fordo using 700 more centrifuges.

That would double Iran's present output and cut in half the time it would take to acquire enough of the substance needed to make a nuclear weapon, reducing it to just over three months.

Iran says it has no interest in making nuclear arms, just nuclear power for its citizens, but the United States and other nations believe otherwise. Iran has refused to give up enrichment despite international sanctions and offers of reactor fuel from abroad and for years has stalemated an IAEA probe of suspicions that it worked secretly on developing such arms.

The report urged Iran to stop stalling the IAEA probe, declaring that unless it starts to cooperate the IAEA cannot "exclude the existence of possible military dimensions to Iran's nuclear program."

The report also clashed with comments by Israeli officials suggesting that Iran has slowed the timetable for reaching the ability to make nuclear weapons. The discrepancy is important because the earlier Israeli comments implied that Israel would have more time before deciding whether to hit Iranian facilities in an attempt to slow Tehran's perceived efforts to make nuclear weapons.

The IAEA report, which was circulated among the IAEA's 35 board member states, was obtained by The Associated Press. It said between the last IAEA board report in August and now, Iran had put nearly 700 centrifuges that were installed but not ready to operate at Fordo under a vacuum to make sure they are airtight.

That is the last step before uranium gas is fed into the centrifuges and the process or enrichment begins ? an activity that can produce both reactor fuel or at high levels the fissile interior of a nuclear weapon. It takes only a few days to start enrichment with machines that are under vacuum.

The centrifuges, "having been subjected to vacuum testing, were ready for feeding" with uranium gas, the report said.

About 700 other centrifuges have already been producing 20 percent uranium at Fordo since early this year. Another 1,400 or so have been installed but are not yet believed operational ? bringing the total to about 2,800 in all.

While experts agree that the Islamic Republic could assemble enough weapons-grade uranium to arm a nuclear weapon relatively quickly, they point out that this is only one of a series of steps need to create a working weapon. They say that Tehran is believed to be years away from mastering the technology to manufacture a fully operational warhead.

Earlier this month, Israeli Defense Minister Ehud Barak said Iran has "essentially delayed their arrival at the red line by eight months." That jibes with the timeframe laid out by Israeli Prime Minister Benjamin Netanyahu in September, when he spoke at the U.N. General Assembly. There, Netanyahu said the world has until next summer at the latest to stop Iran before it can build a nuclear bomb.

Iran has a far larger enrichment plant at Natanz, in central Iran, which churns out uranium enriched below 4 percent. But the 20 percent material being produced at Fordo is of greater concern to the international community because it can be turned into weapons-grade uranium of 90 percent purity much more simply and quickly ? and because the facility, near the holy city of Qom, is well protected against attack.

Some 140 kilograms ? about 300 pounds ? of weapons-grade uranium is needed for at least one warhead.

Olli Heinonen, who headed the IAEA's Iran probe until 2010, said Tehran would likely be able to produce enough 20 percent enriched uranium by the summer to be able to make weapons-grade uranium for two or three warheads, if it doubles its Fordo capacity.

The report's other main area of concern focused on Parchin, a military site southeast of Tehran that the agency suspects was used for testing high explosives used to set off a nuclear charge ? and which the IAEA fears is undergoing a major cleanup.

Iran has repeatedly turned down IAEA requests to visit the site, which, the report warned "seriously undermined" the IAEA's ability to conduct effective verification. The report cited satellite photos showing that Iran has torn down buildings, dug up a wide area around the suspect site and embarked on other suspect activities indicating sanitization attempts there.

In Washington, State Department spokeswoman Victoria Nuland would not comment on the IAEA report but said the IAEA been calling on Iran to intensify efforts toward an agreement on its nuclear program for more than a year.

"That has not happened," she noted.

China's military pledges loyalty to new leader Xi

BEIJING (AP) -- China's massive military pledged its loyalty to new Communist Party leader Xi Jinping on Friday, while reiterating its mission to follow the party's "absolute leadership" despite scattered calls for it to come under government control.

The men and women of the 2.3 million-member People's Liberation Army also thanked President Hu Jintao and other outgoing leaders for their guidance over the past decade. That was a reflection of the military's happiness with Hu's decision to hand the chairmanship of the party commission that oversees the military to Xi, rather than holding on to it for two years as his predecessor, Jiang Zemin, did.

The "military will absolutely take orders from the party center, the military commission, and commission chairman Xi Jinping," said an editorial in the official People's Liberation Army Daily.

"At any time and under any circumstances, we will take our orders from the party center, the military commission, and commission chairman Xi Jinping, and be absolutely loyal and reliable," it said.

Xi became chairman of the party military commission on Thursday, the same day he took over as party leader from Hu, who will retain the title of state president until next spring, when he will hand it over to Xi.

Xi, who currently holds the title of vice president, paid tribute to Hu and other outgoing leaders himself on Thursday, thanking them for "leading all the people of the nation in unity and achieving glorious achievements acclaimed by all the world."

Hu's decision to step down from the military commission surprised many, and won plaudits from the military, which had in the past expressed concerns about divided leadership.

Hu's relinquishing of the post completes only the second smooth transfer of power in party history, underscoring the party's hopes of institutionalizing its often obscure and secretive workings and spurring reforms to allow greater participation in decision making by rank-and-file members.

"I think this has a huge significance," said Zhao Chu, a Shanghai-based scholar who specializes in military issues. "It breaks away from the tradition. It will allow better coordination between the party and the military."

The handover of power comes as the military is rapidly modernizing with the help of double-digit annual percentage increases in the defense budget and major technical advances, including the development of two prototype stealth fighters and the launch of the country's first aircraft carrier. China claims those are purely for defense, although they are seen by its neighbors as adding bite to its territorial claims off its east coast and in the South China Sea.

Reform-minded intellectuals and some outspoken officers have urged the People's Liberation Army to transfer its ultimate loyalty to the state, rather than the party, saying that would help professionalize the armed forces. In response, party leaders and state-controlled media have repeatedly derided the notion as mistaken and dangerous and reiterated the axiom that "the party controls the gun."

'Walking Dead' star warns of 'major losses'

As the Nov. 4 episode of "The Walking Dead" proved, nobody is safe on the show -- and anyone can become a casualty at any moment. So no surprise that Lauren Cohan, who plays Maggie, hates to hear the phone ring.

"When you're an actor, you can't wait for the phone to ring," she told The Clicker. "But on this show, you don't want the showrunner to call. At the beginning of the season, when we first got scripts, we had to talk to (showrunner Glen Mazzara) a lot, and every time he called, he'd say, 'Don't worry, it's not that call.' We do get some warning."

The whole zombie thing has come as a bit of surprise to Cohan, who admitted she was something of a horror fan as a child, but "was unaware" of how popular the zombie genre was until she got hired on "Dead."

"I have a soft stomach for horror," she said. "As an adult I look for things that don't freak me out."

Good luck with "Dead," which will take a midseason break after the Dec. 2 episode, and will return in February 2013. But before the hiatus, Cohan warns things will go from very bad to very, very bad.?

"Things are not going to a very good place," she said. "The group at Woodbury will collide with the group at the prison, and what makes us human is going to be tested. Every time we think we know what we're doing, we realize there aren't any rules. You are definitely going to see some major losses, if you can believe it. So far, even Cohan may not know whether one of those individuals in question is Maggie -- she's going to have to continue to flinch at every phone call. But if Maggie does get killed, Cohan hopes that it'll be in a heroic manner.

(AP) ? Colombian rocker Juanes could become the most decorated Latin Grammy winner when the 13th annual Latin Grammy Awards are presented in Las Vegas. He's up for four awards, and three victories would break the record held by Calle 13.

Dominican musician Juan Luis Guerra comes into Thursday's ceremony as the leading nominee with six bids, followed by Mexican pop duo Jesse & Joy with five.

But Guerra can only win four awards, since he is competing against himself in two categories. He's up for producer and album of the year for Juanes' album "MTV Unplugged," and is also nominated for record and song of the year for "En El Cielo No Hay Hospital."

Besides Juanes, Ricardo Arjona, Edgar Barrera, Carla Morrison, Arturo Sandoval, Ivete Sangalo and the Latin Recording Academy's 2012 Person of the Year honoree Caetano Veloso each have four nods. Chico Buarque, ChocQuibTown, Don Omar, Rafael Dragaud, Gregg Field, Javier Garza, Gilberto Gil, Ulises Hadjis, Roberto Talma and Martin Terefe have three nominations apiece.

Thursday's ceremony is set to feature performances by Guerra, Jesse & Joy and Juanes, who plans to share the stage with Santana.

The Latin Grammy celebration kicked off Wednesday with its Person of the Year gala, where Brazilian composer and activist Veloso was honored with performances by Juanes, Guerra, Nelly Furtado and Natalie Cole. Furtado and Cole were also set to serve as presenters during Thursday's ceremony at the Mandalay Bay Events Center. The event will be broadcast live on Univision.

Early season tournaments will headline this weekend in college hoops but we?ve identified five under the radar games to keep an eye on.

MANHATTAN AT HARVARD

Crimson coach Tommy Amaker had to be pleased with how his young team played in Tuesday?s loss at UMass. Despite the defeat, Harvard showed a strong commitment to defense and appears to have found a real jewel in freshman point guard Siyani Chambers. The lefty floor general was terrific against the Minutemen (14 points, seven assists, one turnover) and will be going against one of the best play makers in the MAAC in Manhattan junior Mike Alvarado. Jaspers coach Steve Masiello has put together an arduous non-conference schedule after last year?s 21 win campaign and Friday night?s tilt in Cambridge will be a real test for his team. We expect Manhattan to play well but ultimately fall just short.

PREDICTION: HARVARD 70, MANHATTAN 66

NORTH CAROLINA AT LONG BEACH STATE

This game was originally scheduled so David and Travis Wear could have a game back in their native California during their senior years at North Carolina. As we all know, they transferred and now play at UCLA. Still, it?s a class move by North Carolina coach Roy Williams to uphold this agreement. The Tarheels will head to Maui after they finish with Long Beach State and it will be interesting to see how this young group responds in what should be an extremely hostile environment. North Carolina sophomore forward James Michael-McAdoo looks like an ACC Player of the Year candidate but his supporting cast is still finding their way. The 49ers have a legitimate star in crafty wing James Ennis and he?ll keep his team close ? but ultimately not close enough.

PREDICTION: NORTH CAROLINA 78, LONG BEACH STATE 71

FLORIDA VS. MIDDLE TENNESSEE STATE IN TAMPA

The Gators were beyond impressive in their win on Wednesday night against Wisconsin but their showdown on against the Blue Raiders shouldn?t be taken lightly. Middle Tennessee State is a legitimate threat in the Sun Belt and has two solid senior guards in Bruce Massey and Marcos Knight. Florida coach Billy Donovan has the type of balance he had when he won consecutive national titles in 2006 and 2007 ? we think that will ultimately be the difference in this one.

PREDICTION: FLORIDA 71, MIDDLE TENNESSEE STATE 62

RICHMOND AT MINNESOTA

Gophers coach Tubby Smith said before the season that this Minnesota team is the deepest squad he?s had in his coaching career and if that turns out to be true, they?tr is going to be a nuisance to play in the Big Ten. Bouncy forward Rodney Williams looks like he?s set for an All-Big Ten type season and Joe Coleman appears set for a breakout year as a sophomore. Richmond meanwhile isn?t mentioned among the elite teams in the Atlantic 10 but the Spiders have a solid core of veterans in Kendall Anthony, Darien Brothers, and Derrick Williams. It says here the Richmond will play well and have a strong showing in their first legitimate test of the season.

PREDICTION: MINNESOTA 68, RICHMOND 64

BELMONT AT STANFORD

All coaches mutter three words when someone brings up Belmont ?- ?do not schedule?. The Bruins have annually become a mid-major power under Rick Byrd and have a strong perimeter this season with Kerron Johnson, Ian Clark, and J.J. Mann. The problem though? Stanford big man Dwight Powell. The junior is on an absolute tear and looks primed to become one of the better interior players in the PAC-12. Through two games, Powell is averaging 20 points and 9.5 rebounds ? he?ll ultimately be the deciding factor in what should be a quality win for the Cardinal.

PREDICTION: STANFORD 75, BELMONT 68

Report backs Apple talks with cable companies about TV

Report dismisses claims of imminent arrival

Apple has indeed been talking with "a few large cable operators" about a new TV product, says AllThingsD. The information comes from anonymous sources, reached in response to a recent investor memo from Jefferies & Co. analyst James Kisner. Kisner claims that at least one big cable operator is running tests to determine if it can handle the bandwidth an Apple HDTV might require. He suggests that this could point to "an imminent launch," but AllThingsD disputes the claim.

The site points out that in talking to analysts, Apple has downplayed the idea of having anything to say about a TV product in the near future. It's also thought that if Apple were close to launching something, it would probably be in touch with TV programmers, and there allegedly hasn't been any developments along those lines. The site does comment, though, that it would make sense for a cable operator to be testing capacity.

The Wall Street Journal claimed that Apple was in talks with cable operators in August, but it's not clear if any progress has been made. Recently Time Warner Cable COO Rob Marcus said that his company would consider selling subscriptions through third-party technology, even if that meant giving up control of the interface; it's believed that he was hinting about Apple.

Exclusive: Philippine payments give U.S. casino regulators new focus in Wynn-Okada feud

TOKYO (Reuters) - U.S. gaming regulators are investigating millions of dollars paid by affiliates of Japanese billionaire Kazuo Okada's Universal Entertainment Corp to a former consultant for the Philippine gaming authority around the time the company was lobbying to win concessions for a $2 billion Manila casino.

A Universal subsidiary made a $5 million payment in May 2010 to Rodolfo Soriano, a close associate of the former head of the Philippine gaming regulator, according to a Reuters examination of bank records, corporate filings, court documents and records prepared by Universal staff. The payment was made via a shell company in Hong Kong and was part of $40 million in transfers made by Universal's U.S. affiliate Aruze USA that are now a focus for investigators.

The document trail connecting Soriano to the $5 million payment has not been previously reported.

It's not clear whether Okada, 70 and ranked 18th among Japan's wealthiest by Forbes, personally approved the payments. Universal, more than two-thirds controlled by Okada and his son through Okada Holdings LLC, has filed suit against three ex-employees saying they acted without proper authorization in channeling $15 million of the total through Hong Kong-registered Future Fortune Ltd.

BITTER SPLIT

The revelation of the contested payments is the latest twist in a bitter falling out between Okada, who made his fortune making and marketing pachinko machines - a mix of slot and pinball machines - and Las Vegas casino magnate Steve Wynn. Okada was Wynn's partner and largest investor until Wynn charged this year that Okada had broken compliance rules - and possibly U.S. law - by paying some $110,000 in entertainment and other expenses for gaming regulators from the Philippines and Korea.

The investigation of the much larger payments by Okada's company threatens to complicate Universal's attempt to get a U.S. federal court to reverse Wynn's decision to redeem Okada's Wynn Resorts shares at a discount. It could also complicate Universal's push to complete the casino on Manila Bay that it began building in January and has promoted as a VIP-destination resort for China's newly rich, some critics say.

"I don't have any illusions that it is going to be stopped, but there has to be accountability," said Teodoro Casino, a Philippine congressman who has urged the government to suspend the Universal project.

Universal referred questions to Yuki Arai, the lawyer who is representing the company in lawsuits against former employees. His office had no comment as of Friday.

Soriano could not be reached for comment. A woman at his home in Manila said he no longer lived at that address. She declined to say how he could be reached. An attempt to reach him at a Manila business operated by the family of his wife was also unsuccessful.

DISCUSSED WITH FBI

The Nevada Gaming Control Board has been looking into payments by Okada-controlled companies to Soriano, a consultant to the Philippine Amusement and Gaming Corporation (PAGCOR), which regulates gambling in the Philippines, said a person with knowledge of the matter. The Control Board has sent agents to Japan and elsewhere to investigate claims that potentially improper payments were made to Soriano, said the person, who asked not to be named as the process is ongoing, adding the payments were also part of an audit by Nevada authorities of Universal in Japan that began in August.

If Nevada authorities determine there is evidence of wrongdoing, state gaming regulators can limit or restrict gaming licenses or impose other sanctions. Universal, which also makes slot machines, is one of two public Japanese companies, along with Konami Corp, that are registered with and report to the Nevada Gaming Commission.

At least two former Universal employees have discussed the payments to Soriano with the FBI, said people with knowledge of those talks. Any FBI investigation would be for a potential criminal case, separate from the regulatory probe. A spokesman for the FBI office in Las Vegas, which handled the interviews, declined to comment.

The disclosures deepen questions about compliance and controls at Universal at a time when those issues are already under scrutiny because of revelations it paid to entertain Philippine and Korean gaming officials at the Wynn casino resort in Macau and the Wynn resort in Las Vegas. Those revelations were first made public by Wynn after he commissioned an investigation by former FBI director Louis Freeh.

MONEY TRAIL

Records reviewed by Reuters show the $5 million transferred from Nevada-incorporated Aruze USA was sent first to Future Fortune, which was set up in Hong Kong in 2008 and run by a succession of Universal employees. From that firm's HSBC bank account, the money was sent to People's Technology Holding Ltd, a firm established in 2009 and wholly-owned by Soriano.

The payment was part of $40 million that moved from Aruze USA's accounts through Future Fortune in the first half of 2010, just as Universal sought tax and ownership-related concessions in the final months of the administration of former Philippines President Gloria Macapagal Arroyo. It also sought to resolve road use issues that risked complicating its casino development, people involved in the project say.

The remaining $35 million was paid in January-May 2010 to a firm called Subic Leisure and Management, records show. Subic Leisure was registered in the British Virgin Islands in September 2008, weeks after Universal acquired reclaimed land on Manila Bay and announced plans to build Asia's largest aquarium, a Ferris wheel and a 2,050-room hotel and casino.

Under corporate laws in the British Virgin Islands, Subic Leisure does not have to disclose its directors or investors. HSBC said it had no comment.

Universal has looked to Asia for growth to offset a decline in its home market for pachinko. It won a provisional license to operate a casino in the Philippines when it paid about $300 million for land as part of the Manila Bay project.

But Universal continued to lobby for its casino to be exempt from corporate tax and for an exception to rules requiring Philippine investors own 60 percent of the venture, three former employees involved in the project said. Universal, which has a market value of around $1.7 billion, announced it won those concessions in April 2010. Arroyo left office in June 2010.

"The incumbent PAGCOR management has no knowledge about the said transfer of funds," the regulator said in an emailed response to questions from Reuters for this article.

FEELING DECEIVED

Soriano, a confidante of former PAGCOR chairman Efraim Genuino, frequently visited Universal offices in Tokyo and hosted Okada on his visits to Manila, former associates say. Widely known by his nickname "Boysee," Soriano operated at the nexus of business and politics in Manila and often networked over rounds of golf at the Wack Wack Country Club, one of the country's oldest golf courses, people who worked with him say.

Manuel Camacho, 79, a Manila-based lawyer who formerly represented Universal in the Philippines, said it was understood that Soriano was an agent for Okada on the Manila casino project even as he worked for PAGCOR as a consultant. "This guy Soriano - that is Okada himself. He is acting for Okada," he said.

Camacho, who also spoke to Freeh investigators, claims money he was paid by Universal was diverted by his former law partner, Genuino's son, Erwin, and sent as a pay-off to local officials to win clearance for road building. Erwin, his father Efraim and their lawyers could not be reached for comment.

Okada has defended himself against accusations of misconduct in the Wynn case in part by saying he was not directly involved in running Universal. He also argues he was pushed out as a Wynn shareholder for raising concerns as a director about a $135 million donation approved to a foundation aligned with the University of Macau. Okada told Reuters in an interview in Hong Kong last month he would also file lawsuits against former Universal employees he accused of negligence that contributed to the crisis for his company in its relations with Wynn.

"Once we started looking back at things in 2011, I realized I had been deceived all along," Okada said. "To be honest, I feel like an idiot for trusting people."

At the time of that interview, the payments to Soriano had not come to light.

CHAIN OF COMMAND

In a lawsuit filed by Universal on August 20 in Tokyo District Court, Universal claims Mitsuo Hida, 65, then president of Aruze USA's Japan branch, made an unauthorized debit of $5 million from the company's Bank of Tokyo-Mitsubishi UFJ account in May 2010. Records show the money was transferred via Future Fortune, where Hida was a director, to Soriano's People's Technology.

In his rebuttal to the lawsuit, Hida, who led the effort to win concessions for Universal's Manila casino from the Arroyo administration, says he was operating under Okada. "Kazuo Okada is the president of Aruze USA in its entirety," he wrote in his statement filed with the court. "I was operating under his chain of command in conducting business."

Hida declined to comment further when contacted by Reuters. His lawyer also declined comment, citing the pending legal case.

A second lawsuit accuses three former Universal employees, including Hida, of acting without authorization in sending $10 million to Subic Leisure and Management. That lawsuit has been filed with a Tokyo court, but remains partly sealed.

Internal Universal documents reviewed by Reuters describe the series of payments to Future Fortune as both "consulting fees" and, in one case, an "increase in capital." The $5 million payment to Soriano's People's Technology was described as an "advance payment" in one internal document.

It was not immediately clear how the payments were treated in quarterly financial reports or in mandatory disclosures to Nevada gaming regulators. An email from a member of Universal's compliance unit shows staff sought guidance on how to account for the $40 million paid to Future Fortune in mid-2010.

SPONSORED GUESTS

Both Soriano and Genuino, who left his post in June 2010, face separate charges of bribery and corruption lodged by Philippine officials over payments from the gaming authority to candidates in May 2010 elections in the Philippines. Both were also guests at Wynn resorts with their expenses paid for by Universal when Okada was a major Wynn shareholder and Genuino was the chief gaming regulator for the Philippines. The Freeh report first disclosed those payments.

Universal has acknowledged both men, and other officials from the Philippines and Korea, were guests it sponsored. It maintains the free lodging and expense payments did not violate the Foreign Corrupt Practices Act, a U.S. law against paying bribes. Okada said the arrangements were made by employees no longer with the company, and he was not aware of the payments.

Wynn said the payments uncovered by Freeh were evidence that Okada was "unsuitable" to serve as a director of the Las Vegas-based company, and forced the redemption of Okada's 20 percent stake in Wynn Resorts for $1.9 billion, a 30 percent discount to the market value. Wynn Resorts had no comment about the $5 million payment to Soriano when asked by Reuters.

Soriano and his wife stayed free at Wynn resorts five times between 2008 and 2010, records show. On a June 2010 trip, Soriano travelled with Efraim Genuino to Wynn Macau where Universal covered their expenses of $2,974.70, including $25 for Soriano to watch a movie.

Genuino checked out on June 10. Soriano left a day later. Within the week, Genuino announced his resignation as PAGCOR chief, a move that incoming Philippine President Benigno Aquino said meant "one less problem for me."
