Canada?s changes to the national pension scheme in the 1990s helped buffer the country against demographic changes that are affecting a number of countries including Japan, Russia and Hong Kong, according to pension consultant Mercer.

?Unlike many countries around the world, Canada acted in the 1990s to help mitigate the future impact of an aging population on its national pension system,? said Scott Clausen, a partner in Mercer?s Canadian retirement business.

The percentage of Canada?s population that is of working age is projected decline to 65% from 69% over the next eight years. That is double the percentage point decline expected in the United States and the United Kingdom, according to Mercer.

Among the steps Canada took in the 1990s was to increase Canada Pension Plan contributions to an amount larger than needed to meet benefit payments at the time. The excess contributions are invested by the Canada Pension Plan Investment Board (CPPIB) and are expected to help mitigate contribution increases or benefit reductions that would otherwise have been required as the population aged, Mercer said.

Canada also took ?significant steps? to reduce its level of federal government debt and, earlier this year, made changes to its Old Age Security program so the start of benefits will ultimately kick in at age 67 rather than 65.

Some notable Canadians such as former Bank of Canada governor David Dodge and David Denison, the former chief executive of the CPPIB, have recently pointed to the successes of the Canada Pension Plan model to explain why expansion of the national scheme might be preferable to the federal government initiative to fill gaps in retirement planning with a pooled pension administered by the banks and insurers for Canadians who don?t have a workplace plan.

Ottawa moved ahead with legislation to create the Pooled Registered Pension Plan (PRPP) in June.

So far, only Quebec has announced its intention to introduce companion legislation to roll out the retirement savings vehicle.

?All provinces agreed to move forward with the PRPP framework at the December 2010 meeting of Finance ministers,? Ted Menzies, minister of state for finance, said in an emailed statement Thursday. Citing a Finance Canada study in 2009 that identified a gap in private savings, he said PRPPs ?are a low-cost savings option will help address that gap.?

A report released by the OECD in June?recognized the role of private pensions in addressing gaps in retirement systems in industrialized countries.

White House, Congress talk as 'fiscal cliff' nears

WASHINGTON (AP) ? Amid increasing anxiety that the White House and top Republicans are wasting time as the government slides toward an economy-rattling "fiscal cliff," administration officials are heading to Capitol Hill for talks with congressional leaders.

Treasury Secretary Tim Geithner and senior White House aide Rob Nabors were to visit separately Thursday with the four leaders of the House and Senate to discuss how to avert a series of tax increases and spending cuts due to begin in January. Republicans complain that the White House is slow-walking the talks and has yet to provide specifics on how President Barack Obama would curb the rapid growth of benefit programs like Medicare and Medicaid.

Obama and House Speaker John Boehner of Ohio, the lead GOP negotiator, spoke on the phone Wednesday, their first conversation in five days. But there's been little evident progress in negotiations between the two sides.

Boehner's lieutenants say the White House has been slow to engage.

"We have not seen any good-faith effort on the part of this administration to talk about the real problem that we're trying to fix," said House Majority Leader Eric Cantor, R-Va.

Obama is mounting a public campaign to build support and leverage in the negotiations, appearing at the White House with middle-class taxpayers and launching a campaign on Twitter to bolster his position.

"Right now, as we speak, Congress can pass a law that would prevent a tax hike on the first $250,000 of everybody's income," Obama said. "And that means that 98 percent of Americans and 97 percent of small businesses wouldn't see their income taxes go up by a single dime."

Obama is insisting that tax rates go up on family income exceeding $250,000; Boehner is adamant that any new tax revenues come from overhauling the tax code, clearing out tax breaks and lowering rates for all.

Republicans are also demanding significant cuts to so-called entitlement programs like Medicare, such as an increase in the eligibility age for the program from 65 to perhaps 67.

"It's time for the president and Democrats to get serious about the spending problem that our country has," Boehner said at a news conference Wednesday in the Capitol. Boehner, like Obama, expressed optimism that a deal could be reached.

At issue are steep, across-the-board cuts to the Pentagon and domestic programs set to strike the economy in January as well as the expiration of Bush-era tax cuts on income, investments, married couples and families with children. That combination of tax increases and spending cuts would wring more than half a trillion dollars from the economy in the first nine months of next year, according to the Congressional Budget Office.

No one anticipates a stalemate lasting that long, but many experts worry that even allowing the spending cuts and tax increases for a relatively brief period could rattle financial markets.

From their public statements, Obama and Boehner appear at an impasse over raising the two top tax rates from 33 percent and 35 percent to 36 percent and 39.6 percent. Democrats seem confident that Boehner ultimately will have to crumble, but Obama has a lot at stake as well, including a clear agenda for priorities like an overhaul of the nation's immigration laws.

Tunisia secures more loans as protests hit deprived town

TUNIS (Reuters) - Tunisia, struggling to ease economic difficulties that have provoked unrest since its democratic revolution, said on Wednesday it had secured more international lending to cover its 2013 spending.

Tunisia's new, elected Islamist-led government has sought to revive the economy in the face of a decline in trade with the crisis-hit euro zone and disputes between secularists and hardline Salafi Islamists over the future direction of the North African Arab state.

At least 200 people were injured when Tunisians demanding jobs clashed with police on Tuesday and Wednesday in the city of Siliana in a region on the edge of the Sahara desert that has long complained of economic deprivation.

The state news agency TAP said Tunis had clinched a $500 million loan from the African Development Bank, after the World Bank approved a $500 million loan on Tuesday, and a government minister told Reuters finances were now in order for 2013.

"Next year our public expenditure is essentially covered, thanks also to lines of credit for a total of $1 billion from the World Bank and the African Development Bank," Investment Minister Riad Bettaieb said on the sidelines of a meeting with a European Union business delegation.

"So we are not planning to ask for further international support from the International Monetary Fund (IMF)," he said.

But he said Tunisia could ask the IMF for a standby credit line worth $2.5 billion for 2014 and beyond. "We are considering asking the IMF for a precautionary line of credit to give a guarantee for our financing needs ... around $2.5 billion."

The loans, the World Bank's second since the "Arab Spring" uprising that toppled autocrat Zain al-Abidine Ben Ali in January 2011, aim to support economic recovery by improving the business and financial sectors and reforming social services.

BLINDED BY BIRDSHOT

In Siliana on Wednesday, police fired tear gas and rubber bullets to disperse crowds who rallied for a second day.

A medic from Siliana Hospital who did not wish to named said more than 200 people had been injured in the clashes. A journalist from France 24 television told Reuters he and a colleague had been hospitalized for wounds from birdshot apparently fired by riot police.

State media said 17 people had been blinded by birdshot wounds to the eyes. Residents blocked the entrances to the city, setting tyres alight on roads.

Many protesters called for the resignation of local officials, saying the authorities had failed to release development funds for their region.

Iyed Dahmani, a politician from the Republican Party in the town, said the national guard - an interior ministry-run security force - had deployed tanks to help restore order.

Interior Minister Ali Larayed appeared on state television to call for calm. "I ask people in Siliana to calm down, to protest calmly and accept dialogue," he said, accusing leftist politicians of inflaming the situation.

But state TV also showed Prime Minister Hamadi Jebali saying he would not remove the unpopular governor of the region: "I won't accept sacking him; he will stay in place."

Jebali has accused both Salafis and liberal elites of harming Tunisia's economy and image through their conflict with each other. His Ennahda party has tried to present itself as a middle way between liberals and Salafis.

The protests are the fiercest since hardline Salafi Islamists attacked the U.S. embassy in Tunis in September over an anti-Islam film made in California. That violence left four people dead.

African Union asks UN for immediate action on Mali

DAKAR, Senegal (AP) ? In an open letter Thursday to U.N. Secretary-General Ban Ki-moon, the president of the African Union urged the U.N. to take immediate military action in northern Mali, which was seized by al-Qaida-linked rebels earlier this year.

Yayi Boni, the president of Benin who is also head of the African Union, said any reticence on the part of the U.N. will be interpreted as a sign of weakness by the terrorists now operating in Mali. The AU is waiting for the U.N. to sign off on a military plan to take back the occupied territory, and the Security Council is expected to discuss it in coming days.

In a report to the Security Council late Wednesday, Ban said the AU plan "needs to be developed further" because fundamental questions on how the force will be led, trained and equipped. Ban acknowledged that with each day, al-Qaida-linked fighters were becoming further entrenched in northern Mali, but he cautioned that a botched military operation could result in human rights abuses.

The sprawling African nation of Mali, once an example of a stable democracy, fell apart in March following a coup by junior officers. In the uncertainty that ensued, rebels including at least three groups with ties to al-Qaida grabbed control of the nation's distant north. The Islamists now control an area the size of France or Texas, an enormous triangle of land that includes borders with Mauritania, Algeria and Niger.

Two weeks ago, the African Union asked the U.N. to endorse a military intervention to free northern Mali, calling for 3,300 African soldiers to be deployed for one year. A U.S.-based counterterrorism official who saw the military plan said it was "amateurish" and had "huge, gaping holes." The official insisted on anonymity because he was not authorized to speak on the matter.

Boni, in his letter, said Africa was counting on the U.N. to take decisive action. "I need to tell you with how much impatience the African continent is awaiting a strong message from the international community regarding the resolution of the crisis in Mali ... What we need to avoid is the impression that we are lacking in resolve in the face of these determined terrorists," he said.

The most feared group in northern Mali is al-Qaida in the Islamic Maghreb, or AQIM, al-Qaida's North African branch, which is holding at least seven French hostages, including a 61-year-old man kidnapped last week.

On Thursday, an AQIM leader, Abu Musab Abdul Wadud, released a video urging Malians to reject any foreign intervention in their country. He warned French President Francois Hollande that he was "digging the graves" of the French hostages by pushing for an intervention, according to a transcript published by Washington-based SITE Intelligence.

Also Thursday, Islamists meted out the latest Shariah punishment in northern city of Timbuktu. Six young men and women were each given 100 lashes for having talked to each other on city streets, witnesses said.

Washington, D.C. Oceanic crust covers two-thirds of the Earth's solid surface, but scientists still don't entirely understand the process by which it is made. Analysis of more than 600 samples of oceanic crust by a team including Carnegie's Frances Jenner reveals a systemic pattern that alters long-held beliefs about how this process works, explaining a crucial step in understanding Earth's geological deep processes. Their work is published in Nature on November 29.

Magmas generated by melting of the Earth's mantle rise up below the oceanic crust and erupt on the Earth's surface at mid-ocean ridge systems, the longest mountain ranges in the world. When the magma cools it forms basalt, the planet's most-common rock and the basis for oceanic crust.

It has long been assumed that the composition of magmas erupting out of mid-ocean ridges is altered when minerals that form during cooling sink out of the remaining liquid, a process called fractional crystallization. In theory, trace elements that are not included in the crystallizing minerals should be little affected by this process, and their ratios should be the same in the erupting magma as they were in the original magma before cooling.

If this is true, trace element ratios in magmas erupting at mid-ocean ridges should represent those of the original parental magma that formed deep in the Earth's mantle. However, this process doesn't account for the high abundance of trace elements found in samples of basalt from mid-ocean ridges around the world, so the reality of the situation is obviously more complicated than previous theories indicated.

Using the extensive array of samples and advanced modeling, Jenner and her research partner Hugh O'Neill of the Australian National University demonstrated that the concentration of trace elements is due to the process by which the magma is cycled through the oceanic crust prior to being erupted on the sea floor at the mid-ocean ridges.

Magma collects under the Earth's surface in a pool of liquid rock called a magma chamber. Each chamber is frequently flushed with new magma, which mixes with the old magma that was already there, and then this blended magma erupts out onto the ocean floor. Following the influx of new magma and eruption, the remaining magma undergoes fractional crystallization. This means that minerals are separated out from the magma as it cools. However, these minerals contain only minor amounts of the trace elements. As a result, trace elements build up in the magma over time, as the magma chamber is continually replenished by new magma coming in to the system.

"It's a simple idea, but it fits remarkably well," Jenner said. "These new findings will permit us to explore the conditions of mantle melting and production of the Earth's most-common rock."
