Today?s announcement of the Venture Capital Action Plan?(VCAP) is a great example of a policy solution in search of a problem. In point of fact, the Prime Minister?s announcement didn?t actually explain what the problem was that the new program was to solve; that was left to the press release issued by?Canada?s Venture Capital and Private Equity Association (CVCA):

[T]he domestic pool of capital allocated and available for venture capital has decreased and significantly lags the demand for venture capital, and as a result, far-reaching measures, such as those announced today, are called for

Now, I was expecting a description of some sort of market failure ? an?externality, or some sort of institutional quirk ? that government intervention could correct, and some sort of explanation of why the VCAP could be expected to do the job. But that?s not the case. An excess demand for venture capital (VC) is not in itself a market failure.

Especially since there?s a very plausible explanation for why venture capital is in such short supply. According to this recent report from the Kauffman Foundation:

[i]ndustry returns data show that VC returns haven?t beaten the public market for most of the past decade, and the industry hasn?t?returned the cash invested since 1997

So there?s a perfectly sensible market-based reason for the shortage of venture capital: VC returns are too low. In a market economy, the excess demand for venture capital would be closed by a price adjustment: entrepreneurs would be obliged to accept smaller injections of capital, would have to offer more control of their firms, or some combination of the two. But in Canada, the gap between supply and demand is closed by the government.

This is my favourite part of the press release:

The Government is currently asking potential investors to signal their interest in co-investing in new or existing funds of funds

Uh, yeah. Let?s think about this for a minute. As I noted above, an important dimension of a VC agreement is the degree of control. Let?s also assume that a government that is so averse to governments ? Canadian or foreign ? having an ownership stake in Canadian firms will be uncomfortable demanding a controlling interest in the new firm. What sort of investor would give their money to a VC entity that chooses to negotiate with one hand tied behind its back?

There is no obvious problem with the VC market that a price adjustment can?t solve. Throwing $400 million at the market will provide a windfall for some lucky entrepreneurs ? not to mention the consultants and lobbyists hired to steer the proposals through the bureaucracy ? but that?s about it.

After the financial crisis began in 2008, it suddenly became OK, even desirable, to talk about the illogic of ballooning borrowing and runaway stocks - and the inevitability that bubbles pop. For years, financial journalists had been required to "balance" their realization that lending had come loose from its moorings with industry assertions that things simply worked differently now. In 2008, we finally could say the emperor - the overavailability of all types of debt, the expectation that markets would heal all ills - had no clothes. We no longer had to wait for his side of the story.

That was a good thing. It made possible a whole new genre of nonfiction - highly readable deconstructions of how regulatory and moral gaps spawn financial excess and contributed to the collapse. There are even subgenres, including half-investigation-half-confessions. It is in this burgeoning category that Helaine Olen presents "Pound Foolish: Exposing the Dark Side of the Personal Finance Industry." Olen is taking on the sellers of a particularly insidious form of snake oil, the idea that if you try really hard - and maybe pay $29.95 for a book or $89.95 for an online "membership" or even more to attend a live program - you, too, can achieve financial success. A former Los Angeles Times reporter who made a career interviewing people about their personal finances and getting them professional advice, Olen opens with a rundown of major self-promoters in the field.

Taking a thorough and deserved drubbing are Suze Orman ("rebuilding America one wallet at a time"), David Bach ("the Latte Factor"), Thomas J. Stanley and William D. Danko ("The Millionaire Next Door"), and Dave Ramsey (with seminars in Cancun and in churches and military bases across the U.S. promoting the elimination of personal debt). He's particularly galling, given that he and his wife filed for bankruptcy protection in 1990, and his main recommendation is to get unemotional, stay out of debt and avoid bankruptcy. His prescription at www.daveramsey.com for a family living on $5,000 a month after taxes - far more than the U.S. median income - includes paying $1,250 for housing and $350 for health care. That's a great idea, just not a reality for most middle-class Americans. Many of these self-styled advisers look absurd on close examination. And a huge red flag should pop up for anyone who knows that Orman largely refuses to invest in the same stocks and funds that she frequently promotes.

Olen then translates the doublespeak of traditional personal finance institutions to reveal lots more hot air. There are mutual funds and retirement plans promoted for their safety that actually charge fees so high they can cut an account's value by 28 percent over time (that's from a U.S. Labor Department report about 401(k) plans). She convincingly argues that the fad for "empowering" women to manage their own finances ends up doing the opposite. Olen sees even financial literacy education - with the simplistic message that security comes from planning and self-control - as a "myth," especially given that much of it is sponsored by usurious lenders reaping the considerable benefit of brand loyalty from their students. And forget variable annuities. Just forget you ever heard of them.

Olen's biggest gripes are that no one - not the policy makers, not do-gooders and not the industry whose advice she conveyed to hundreds of her Los Angeles Times subjects - is addressing income inequality and that American public policy offers little real support for low- and moderate-income Americans. But the part where she offers alternatives and outlines the new thinking she'd like to see gets short shrift. And that makes her incisive criticism of the personal finance world sound like an intellectual exercise. Her closing observation, for instance, could have enriched her analysis throughout: She notes that the era of personal responsibility and economic growth that we're asked to harken back to as we get our financial houses in order actually was an era when many government and corporate financial supports first matured. Maybe, just maybe, the rise of pensions and employer-sponsored health insurance, the G.I. bill, welfare as we knew it, and the building of the interstate highway system weren't drags on prosperity. Could it be that they contributed to Americans' personal financial security as they bolstered the economy as a whole?

Former President Clinton makes surprise appearance at Golden Globes

Former President Bill Clinton made a surprise appearance at the Golden Globes on Sunday to introduce the historical drama "Lincoln."

"A tough fight to push a bill through a bitterly divided House of Representatives. Winning it required the president to make a lot of unsavory deals that had nothing to do with the big issue," the former president said in describing the film, which depicts President Lincoln's efforts to abolish slavery.?

Then Clinton shrugged. "I wouldn't know anything about that," he said, to audience laughter.

The film, directed by Steven Spielberg, was up for Best Drama at the annual award show.

"President Lincoln?s struggle to abolish slavery reminds us that enduring progress is forged in a cauldron of both principle and compromise," Clinton said. "This brilliant film shows us how he did it and gives us hope that we can do it again. In 'Lincoln' we see a man more interesting than the legend, and a far better guide for future presidents."

While the film lost out to Ben Affleck's Iran-hostage drama "Argo," actor Daniel Day-Lewis's performance as President Lincoln won him a Best Actor award.?

"Lincoln" also leads the Oscar race with 12 Academy Award nominations, including for Best Picture.

Robin Roberts says she's heading back to 'GMA'

NEW YORK (AP) ? Robin Roberts says her road to recovery will bring her back to the "Good Morning America" anchor desk soon.

Appearing from her home on "Good Morning America" on Monday, Roberts wore a broad smile as she announced that her most recent bone marrow test showed no sign of the life-threatening ailment that has kept her off the air for months.

This means she can begin the process of returning to the anchor chair.

She calls it "coming home" and says she hopes to be back on the air "in weeks, not months."

Roberts got a bone marrow transplant in September.

In June, she disclosed to viewers that she had MDS, a blood and bone marrow disease.

PORTSMOUTH ? As if by magic, an image appeared under layers of spray paint on a cardboard canvas. First a moon in the sky, then jagged mountains at the horizon, then a blue-black lake and finally a three-masted schooner could be seen under the deft hands of artist Bud Jones.

He worked this magic while a group of fascinated people gathered around him on a cloudless, unseasonably warm Monday afternoon in Market Square. The murmurs were audible as each part of the painting emerged.

Part artist, part performer, Jones was clearly comfortable, conversing easily with the crowd. His punk style, leather jacket, bleached blonde hair and tattoos belied a soft-spoken man with an easy smile and a polite demeanor.

But his eyes tell a story of the hard life the 34-year-old has lived. Until very recently, Jones called himself a ?gutter punk.? Riding the rails for the past 19 years, Jones said he's landed in city after city from Mexico to Alaska, more often than not a bottle of alcohol in his hands and the ground for his bed.

Over the years, he said, he's been arrested for ?busting squats? ? breaking into abandoned homes in the winter to get out of the cold ? drug possession, and possession of alcohol.

?I always had my art, though,? he said.

Years ago, he said, he learned how to create spray-paint artwork by Mexico City artist Hugo Montero, who according to his Web site has coined the phrase ?Can Gogh? to describe his work.

?I learned so much from him,? said Jones, who described himself as an apprentice.

An artist ?since I can remember,? he now added the spray-paint art to his repertoire.

But life on the road has been wearing, he said, homeless, sleeping on the ground, being arrested or taunted. He arrived in Portsmouth two months ago, and lives at Cross Roads House these days.

He said he loves Portsmouth, ?a true arts community,? and hopes to be able to stay. ?I'm sick of living on the streets,? he said.

But he said he knew that if he was going to call the city his home, his behavior had to change. So six weeks ago, he quit drinking, and began to clean up his act. ?I go to AA every day. My sponsor is amazing,? he said.

Jones will be back to Market Square, weather permitting, spray paints in hand. He said he wants to make something of his life now.

?I know I'm destined for something. Maybe I'll find it here,? he said.

What's Facebook's secret? Company tells all today

Facebook's mystery "press event" on Tuesday could reveal a more robust search feature that would intensify the competition between the social networking giant and its rival Google Inc.

Facebook is holding the event at 10 a.m. (1 p.m. EST) at its Menlo Park, Calif., headquarters. The company has not said what it plans to announce. Last week, it invited bloggers and journalists to "come see what we're building."

The company probably won't be showing off a new office building ?unless it decided to make its invitation very literal.

It's also unlikely to be unveiling a much-rumored "Facebook phone" ?unless CEO Mark Zuckerberg has changed his mind recently. Last fall, as he'd done on numerous occasions, he publicly shot down speculation that Facebook was building its own smartphone.

"It is so clearly the wrong strategy for us," Zuckerberg said at a September technology conference in his first public interview after Facebook's May initial public offering. "It doesn't move the needle for us."

As far as search goes, users would likely welcome a better way to sift through Facebook for people, businesses, events and everything else available on the vast online network.

The company, whose much-ballyhooed initial public offering turned out to be a disappointment, may also talk about new advertising features. Facebook has been especially focused on building up is mobile advertising business, since most of its users access Facebook through smartphones and tablets.

Research firm eMarketer estimates that Facebook, the No. 2 company in the U.S. mobile advertising market, had an 8.8 percent share last year ?up from zero in 2011. That compared with No. 1 Google's 56.6 percent. This year, Facebook is expected to grow its share to 12.2 percent, while remaining far behind Google.

Facebook, which has been calling itself a "mobile-first" company, has been growing thanks to increased use of its mobile apps, improving ad quality and its emerging advertising network, called Facebook Exchange, said Baird analyst Colin Sebastian in a recent note to investors.

"Our field checks suggest that the recently launched Facebook Exchange is helping advertisers target consumers more effectively," he said.

Sebastian thinks that over time, Facebook will make more money from mobile ads, helped by its increasing experience in the space, as well as its "ever-increasing user profile data."

USC's Robey to enter NFL Draft

USC cornerback Nickell Robey will give up his final year of college eligibility to make himself available for the 2013 NFL Draft, the Los Angeles Times reported Sunday.

Robey started 37 consecutive games for the Trojans and was named a second-team All-Pac-12 this past season.

Robey is listed as the No. 14 cornerback prospect by NFLDrafftScout.com.

MNO?s will continue to shift their burden of infrastructure management to third parties, competing head to head with co-tenants on shared towers for millions of new customers. Specifically, here are three forecasts for how that will play out in 2013.

1. Lots of sun and wind

Diesel makes telecoms sites economically unaffordable, vulnerably unreliable, and environmentally unsustainable. Last year, we saw solar become cheaper than diesel for the first time, and this year will bring increased uptake in renewables, especially in combination with more robust wind systems.

2. Raining Smartphones

2012 was the year of the $50 smartphone. Operators demanded cheaper handsets and manufacturers have successfully delivered. The drizzle of smartphones that is just starting in emerging markets (300,000 to Kenya) is going to become a downpour in 2013, bringing with it greater access to mobile health, mobile money, and opportunity for developers.

3. The clouds will start rolling in

Skyrocketing network capacity in emerging markets means more people sharing more information over the mobile network. From health records to bank statements, customers and service companies are going to need secure storage for their information, and they are going to get it in pay-as-you go cloud services.
