China inflation rises to 3.6 per cent in March

BEIJING - As food prices remained volatile and fuel prices rose, China's consumer price index, a main gauge of inflation, scaled more than expected to 3.6 per cent in March from a year earlier, the National Bureau of Statistics said Monday.

The higher-than-expected inflation rate, up from the 3.2 per cent rate registered in February ( the lowest rate in 20 months), will delay monetary easing and dim the outlook for interest rate cuts, analysts say.

Economists are however optimistic that price pressures will moderate over the rest of year, giving Beijing the flexibility to ease monetary policy to support growth.

The nation's producer price index, a measure of average changes in prices received by producers for their output, dropped 0.3 per cent in March, marking the first monthly decline since December 2009. It has sparked concerns that the data is indicative of weakening demand.

Hike in fuel prices have also triggered a fresh wave of inflation concerns. In tandem with international trend, China last month lifted fuel prices for the second time in a year.

As a major driver of the growth, China's food prices, which account for nearly one-third of the weighting in the CPI calculation, increased 7.5 per cent last month from one year earlier.

Statistics from the Ministry of Commerce showed that the wholesale prices of 18 staple vegetables rose for four consecutive weeks from February, posting an increase of 9.7 per cent by early March, reported Xinhua news agency.

Tang Jianwei, senior analyst at the Bank of Communications, attributed the surge to inclement weather and held that the trend will be stemmed when the weather gradually warms up.

Citing vegetable prices in March, he emphasized that they are already showing signs of easing.

Prices of non-food items climbed 1.8 per cent year-on-year in February, up 0.2 per cent on a monthly basis.

Zhao Xijun, deputy dean of the School of Finance at Renmin University, said the price rises will gradually be reflected in the index when squeezed enterprises begin to pass on the cost to consumers.

He also warned about possible risks of imported inflation because of volatility in the international market, adding the biggest uncertainty lies in oil prices if the situation in the Middle East worsens.

Though oil price hikes have had only a minor impact on CPI growth as fuel only plays a small part in the calculation, the pass-on effect, particularly on freight has a pass on effect.

Even though uncertainties abound, analysts are largely optimistic that the government can meet its price control target of 4 per cent for the year, as the rounds of tightening policies earlier on will continue to wield influence.

The country's CPI climbed 3.8 per cent in the first quarter compared with the previous year.

China's inflation went beyond the government's full-year target of 4 percent last year, hitting 5.4 per cent, and only begun to show signs of easing this year as the government's efforts to hem in the runaway prices gradually worked.

At least one person was killed and three hospitalized late Saturday when shots rang out at an unauthorized party that brought thousands to Surfside Beach, south of Houston,?officials said.

Brazoria County Sheriff Charles Wagner told The Facts newspaper that the injured were taken by medical helicopter to hospitals.


?We have one confirmed dead,? Wagner told the newspaper. ?We?re still trying to figure out what happened and where it happened.?

Traffic going to and from the island was blocked, making it difficult for emergency responders to reach the scene, television station KTRK reported.

Witnesses told The Facts that the party started pleasantly but turned violent even before the shooting.

Durron Williams told The Facts he saw the body of a man face down in the beach sand and fled, like many other party-goers.

Some brought victims to the Surfside Beach Police Department, Wagner told The Facts.

Word of the party had spread earlier in the day on Twitter. A website advertised a ?bring your own everything? beach party with volleyball, beer pong, flag football, wet T-shirt contest, tug-o-war and DJs.

The party was advertised for noon to 7 p.m. but the shooting was reported around 9 p.m., officials said.

?There was a lot of drinking and a lot of weed,? Alante Wade of Spring told The Facts.

FORT LAUDERDALE, Fla. -- Former NFL star Warren Sapp owes more than $6.7 million to creditors and back child support and alimony, according to a Chapter 7 bankruptcy filing in South Florida.

Sapp's $6.45 million in assets includes 240 pairs of Jordan athletic shoes worth almost $6,500, a $2,250 watch and a lion skin rug worth $1,200. He also reported losing his 2002 Super Bowl ring with the Bucs and his 1991 national championship ring from the University of Miami.

The court documents were filed in the U.S. Bankruptcy Court in Fort Lauderdale on March 30. TMZ.com first reported the filing. A phone message and e-mail left Saturday with his attorney, Chad Pugatch, were not immediately returned.

Sapp's average monthly income is $115,881, according to the filings, and includes $45,000 for a final contract payment with Showtime, $48,000 for an appearance with CCA Sports and $18,675 as an advance for a book deal. His contract with the NFL Network ends in August, the filings show, and it was unknown if the contract will be renewed.

Sapp, a former defensive tackle for the Tampa Bay Buccaneers and the Oakland Raiders during his 13-year NFL career, was also once a contestant on ABC's "Dancing with the Stars."

He was arrested in 2010 following an alleged domestic violence incident at a Miami Beach hotel. He would have faced one count of misdemeanor domestic battery, but prosecutors declined to prosecute saying in court documents that there were inconsistencies in the victim's statements and evidence.

Malawians pray for rebirth of moribund economy

LILONGWE (Reuters) - The faithful came to Easter Sunday mass in Malawi's capital Lilongwe with Bibles in one hand and newspapers in the other, to read about their new president Joyce Banda and pray for the rebirth of a dying economy.

A policeman's daughter and women's rights activist, Banda was sworn in as the small southern African country's new president on Saturday to succeed Bingu wa Mutharika, who died on Thursday and was widely blamed for the economic collapse.

In the former British colony, one of the world's poorest states where about 80 percent of the population is Christian, the Church had been a focal point in opposition to former World Bank economist Mutharika, who had ignored calls at home and abroad to change flawed economic policies.

His antagonistic relations with western donors such as Britain and the United States which bankrolled about 40 percent of the budget led to the freezing of millions of dollars of aid, punching an enormous hole in the impoverished nation's finances.

"We pray that the donors will absolve us of our sins," said one churchgoer named Julius at the Maula Parish Church, asking his last name not be used for fear of reprisal from a police force that Mutharika had often employed to stamp out dissent.

Mutharika's disastrous economic tutelage had led to crippling foreign exchange and fuel shortages. Churches were packed in the capital Lilongwe on Sunday partly because many could not afford a ride back to their villages at Easter in the few mini-buses that had petrol.

In rural areas where Internet connection is sparse, computers rare and electricity flows intermittent, the Church provides a meeting place where communities gather and discuss local events.

With Mutharika gone, Malawians are hoping they can rebuild bridges to the outside world and restore aid funding that helped pay for fertiliser subsidies and seed programmes that had once turned a country of subsistence farmers into food exporters.

"Banda taking office is a big sign that we are on a new and better path. We have been praying that God will help her and will help our country," said Sister Margaret Madziataika, one of the Sunday celebrants.

Easter, and Banda's inauguration as the first female head of state in southern Africa, marked the culmination of several days of turmoil and uncertainty in the normally sleepy country.

A two-day delay in the official announcement of Mutharika's death after a heart attack on Thursday had stoked fears that the late president's brother, Foreign Minister Peter Mutharika, whom he had been grooming as a possible successor, might be foisted on the country in defiance of the constitution.

The charter stipulates that the vice-president takes over in the event of the president's demise, and there was widespread relief when Banda, who was expelled from Mutharika's ruling DPP party in 2010 after an argument about the succession, was sworn in with the backing of the judiciary and army and police chiefs.

OPTIMISM TINGED BY CAUTION

Hopes are high that Banda, a successful businesswoman who developed grassroots anti-poverty programmes, can repair the damage inflicted by Mutharika's mercurial rule in a country touted by tourist brochures as "the Warm Heart of Africa."

There were signs too that the international community would be happy to lend a helping hand to the new president.

United Nations Secretary-General Ban Ki-moon, while expressing condolences for the death of Mutharika, welcomed the "peaceful transition in Malawi."

"He looks forward to working with the government under acting President Joyce Banda," Ban's spokesman said.

Expectations had been high too when Mutharika took office in 2004.

Due to donor-funded farm programmes and ample rains during much of his rule, the country's maize harvest had boomed. Malawi's real GDP growth was among the highest in the world, averaging 7 percent from 2005 to 2010.

But the confidence generated by this progress was dashed after Mutharika - called professorial and arrogant by his critics - launched an unprecedented crackdown on dissent. This culminated with 20 anti-government protesters killed by police in July 2011 and fights with foreign donors that pushed the economy to the brink.

One of Malawi's major independent newspapers, The Nation, said optimism over the new Banda government should also be tempered by the history of once promising leaders later tarnished by arrogance and corruption.

"After the false dawns of the last regimes, Malawians will be forgiven for reserving their judgement until much later," it said in a cautious editorial on Sunday.

But this Easter Sunday, at the Maula Parish church on a dusty street near a crowd of people waiting to buy scarce sugar, Malawians expressed faith that life was going to get better.

"God is blessing us with this new government on this special day," said resident Patrick Johnson.
