The lack of medical coverage in America is a serious problem as approximately 50 million people were uninsured all through 2010. But the U.S. Supreme Court on Thursday ruled the Patient Protection and Affordable Care Act, which was passed in 2010, was constitutional. The legislation, once implemented in its entirety, is expected to cover 30 million Americans currently lacking coverage.

The lack of medical insurance has had grave consequences for individuals and the nation. In 2010 alone, 26,100 people died because they had no health insurance ? that amounts to 502 preventable deaths a week. However, some states fared better than others. Based on the latest report by Families USA, a health care consumer advocacy group, 24/7 Wall St. identified the 10 states with the highest number of deaths per 100,000 people due to a lack of insurance.

24/7 Wall St.: Eight states slashing local funding

Not surprisingly, nearly all of the states with the most residents dying due to a lack of insurance also had high numbers of uninsured residents. Seven of the states on the list were among the 10 states with the highest percentage of people without health coverage. Seven of the states were also in the bottom 10 for the lowest rates of private insurance coverage.

People without health insurance often forgo medical treatment for different reasons. According to Families USA, a supporter of President Obama?s health care reform law, uninsured adults are nearly four times more likely than insured adults to delay or avoid preventive care screening due to cost. Uninsured adults are also nearly seven times more likely to go without needed care due to cost than privately insured adults.

?You still see a very, very strong correlation between uninsurance and poor health-care outcomes ? including mortality ? and [that is] because people aren?t getting the type of care that they need,? Kim Bailey, the research director for Families USA, told 24/7 Wall St.

Many of the states with high death rates due to a lack of insurance also were among the poorest states in the country. The top seven states on this list also are among the 10 states with the highest poverty rates. Every state on this list is in the top half.

Poor health also appears to play an important role. States with high death rates due to lack of insurance had a high percentage of people with lifestyle-related risk factors for poor health. Of the states on our list, five of them have among the 10 highest percentages of smokers and among the 10 lowest percentages of people who eat vegetables at least three times a day. Four have among the 10 highest proportions of overweight or obese adults. Seven states on the list were in the bottom 10 in terms of life expectancy.

24/7 Wall St.: Countries that spend the most on health care

Based on Families USA?s report, ?Dying for Coverage: The Deadly Consequences of Being Uninsured,? 24/7 Wall St. identified the 10 states with the highest number of deaths from being uninsured per 100,000 residents. 24/7 Wall St. reviewed the methodology used by Families USA, first developed in 2002 by the Institute of Medicine, to determine?excess mortality from being uninsured. This method considers the proportion of?people who are insured and uninsured, the mortality risks for the uninsured and the number of expected deaths from a hypothetical fully insured population. 24/7 Wall St. also identified poverty rates and median income by state, provided by the U.S. Census Bureau. The Kaiser Family Foundation?s website ? Statehealthfacts.org ? provided health-related data, including life expectancy, obesity and diabetes rate.

These are the 10 states dying for health coverage.

1. Mississippi

? Percent of population uninsured:?18.2 percent (ninth highest)
? Percent living below the poverty line:?22.4 percent (tied for the highest)
? Life expectancy at birth:?74.81 years (The lowest)

Many residents of Mississippi cannot afford insurance. The state has the lowest median income in the nation and the highest percentage of residents living below the poverty line. As a result, Mississippi has the second-lowest percentage of residents with private health insurance coverage, at 56.49 percent. Exacerbating the problem, residents are especially unhealthy. Among all states, Mississippi has the second-highest obesity rate, the second-highest percentage of adults with diabetes and the fifth-highest percentage of adult smokers in the nation. Probably on account of both high uninsurance rates and poor personal health, Mississippi is the only state where life expectancy was below 75 years at birth in 2010. Mississippi?s excess death rate was the highest among all states and twice that of 28 states in 2010.

2. Louisiana

Louisiana has one of the lowest life expectancies at birth in the U.S. at 75.4 years. Though much of this certainly can be attributed to poor health choices ? the state has a higher number of smokers and its residents eat comparatively little fruit or vegetables ? the inability of?many residents to receive proper care due to lack of insurance is also a contributing factor. In Louisiana, 17.8 percent of the population goes without health insurance, despite the fact that 21.9 percent of the population qualifies for Medicaid ? the fifth-highest proportion among all 50 states. The high uninsurance rate is partly due to the relative economic disadvantage of the state?s residents. With 18.7 percent of residents living below the poverty line ? the sixth-highest rate in the nation ? and a median income that is more than $5,000 lower than the U.S. average, just 58.39 percent of state residents have private insurance. That is the fourth-lowest such rate in the nation.

3. Arkansas

According to the Council for Community and Economic Research?s ACCRA Cost of Living Index, Arkansas had the second-lowest cost of health care in the United States. However, with 18.8 percent of the population living below the poverty line and a median annual household income of just $38,307 ? both among the lowest figures for any state ? many Arkansans cannot afford private health coverage. As a result, just 58.78 percent of the population has private insurance, the sixth-lowest figure in the country.

4. South Carolina

South Carolina is not a particularly healthy state: 67.4 percent of the state?s residents are either overweight or obese, just 23.3 percent eat proper amounts of fruit, only 22.9 percent eat proper amounts of vegetables and 10.7 percent are diabetic. All of these are among the highest rates in the country. Meanwhile, much of the cost of health care falls to private individuals. The state spent about $6,300 per person on health care in 2009, among the lowest levels, and just 51.9 percent of residents have employer-based health coverage. Unfortunately, South Carolinians have trouble affording insurance on their own: Median income was just $42,000 in 2010, significantly lower than the $50,000 national average, 18.2 percent of residents live below the poverty line and the cost of health care is higher than is the case in many states.

5. New Mexico

New Mexico has a fairly healthy population, with relatively low heart disease and obesity rates. However, just 55.8 percent of residents have private health insurance ? the lowest rate of any state in the country. One possible reason is that few employers provide insurance ? just 45.6 percent of the population has employer-based health coverage. The relative poverty of the state also means many residents cannot afford medical coverage. The median income in the state was just above $42,000 in 2010, far below the national median of about $50,000, while 20.4 percent of people live below the poverty line ? the highest rate in the country.

Syrian opposition rejects UN transition plan

BEIRUT (AP) ? Syrian opposition groups have rejected a U.N.-brokered peace plan for a political transition in Syria as ambiguous and a waste of time.

An international conference in Geneva on Saturday accepted international envoy Kofi Annan's plan that calls for the creation of a transitional government, but at Russia's insistence the compromise agreement left the door open to Syria's president being part of it.

Veteran Syrian opposition figure Haitham Maleh says the agreement was "a waste of time" and pledged Sunday not to sit with President Bashar Assad or members of his "murderous" regime.

A spokesperson for the Syrian National Council opposition umbrella group, Bassam Kodmani, says the agreement is "ambiguous" and lacks a mechanism or timetable for implementation.

U.S. must arm Syria rebels despite Islamists: opposition

ANTAKYA, Turkey (Reuters) - Syria's opposition says the United States must overcome its fear of Islamists among the rebels fighting to overthrow President Bashar al-Assad, and start arming the resistance movement to show it wants the entire ruling elite removed.

Islamists are among the most effective fighters against the Syrian leadership, some opposition figures said, and Washington needs to know that while these rebels are conservative Muslims they are a far cry from Afghan-style jihadi militants.

Frustration is growing that the United States will not supply weapons to the rebels, who have largely used small arms during the 16-month uprising against Assad and a state apparatus dominated by members of his Alawite minority.

"We have been kissing the hand of the United States and the rest of the world for the 16 months to intervene. Now, after Assad spared no one in Syria, the United States is surprised that al Qaeda may be operating in the country," veteran opposition campaigner Fawaz al-Tello said from Istanbul.

Opposition campaigners and Free Syrian Army commanders said the rebels need weapons such as shoulder-fired missiles to destroy the tanks and bring down the helicopters that Assad is using against the uprising. Washington could anyway supply parts of the diverse rebel movement which are more to its liking.

"The U.S. has intelligence on the ground and by clever management it can channel weapons to the right people. First it has to give a clear signal that it really wants an end of the Alawite-dominated police state in Syria and not just the sidelining of Bashar," said Tello, speaking from Istanbul.

World powers struck an agreement on Saturday that a transitional Syrian government should be set up to end the conflict in which more than 10,000 people have died, but they remained at odds over what part Assad might play.

So far the United States has supplied almost negligible amounts of "non-lethal" aid such as walkie-talkie radios trickling across the Lebanese border, opposition figures said. Officials have made clear Washington opposes arming the rebels because they lack a unified command and due to concerns that high-tech weapons may fall into the hands of Islamists.

Mohaimen al-Rumaid, a member of the Syrian Rebel Front, said Washington was failing to recognize that the country's Islamist rebels were different from the Taliban fighting NATO-led forces in Afghanistan, and that they were not anti-American.

"The Americans have not come to terms with the fact that Islamist elements are among the most effective fighters in Syria and that they are not militant or jihadist in the Afghan sense. Syrians have always been conservative Muslims, but not militant," he said.

U.S. intelligence officials have said weapons funded by sympathizers in Saudi Arabia and Qatar are crossing the Lebanese border to the rebels. These are mostly small arms such as AK-47 automatic weapons plus some anti-tank guided munitions and rocket-propelled grenades.

Sameh al-Hamwi, a prominent activist based on Syria's border with Turkey, said some rebel groups were adopting Islamist slogans and making jihadist-style videos. However, these were to please their financiers in the Gulf and he denied that political Islam was deeply rooted in the resistance.

INCORRECT SUGGESTIONS

U.S. officials said Washington is increasing the non-lethal aid to the Syrian opposition. "We strongly support efforts to remove Bashar Assad from power. He's a menace to the Syrian people, who have suffered terrible brutality at the hands of his regime. Suggestions that we are not encouraging resistance to the Syrian regime are simply incorrect," one official said.

Opposition figures, who have met U.S. diplomats to discuss supplies, said Washington was looking at ways of providing Internet and mobile phone access from neighboring countries. This would allow the rebels to bypass Syrian networks which are under government surveillance with Russian help, resulting in the arrest and torture of thousands of activists.

Hamwi said U.S. officials appeared to be collecting intelligence on the rebels without helping them.

"Activists meet with them hoping to get medical supplies and they start asking for information about the Free Syrian Army. The United States seems not to mind Assad inflicting so much bloodshed as he can so the people become utterly exhausted and accept whatever deal Washington wants," Hamwi said.

Only errors by Assad were helping the rebels' cause, he said. Hamwi pointed to Syria's shooting down last month of a Turkish jet, prompting Ankara to send troops towards the Syrian border and raising hopes among the opposition that a de facto ?safe zone' would be established.

"Luckily Assad is making fatal mistakes. Who would have imagined that the regime is stupid enough to down that Turkish plane, which has renewed Turkish willingness to support the revolt?" he said.

The U.S. Intelligence officials have said Russia has supplied Syrian forces with advanced air defense systems as well as attack helicopters, while Iran and the Lebanese Hezbollah have provided lethal and non-lethal aid such as small arms, communications equipment and riot-control gear.

A lieutenant colonel who recently defected from Assad's army and is leading armed struggle in the province of Hama, said that as far as he knew no one in Hama had any U.S. equipment.

"We are left alone while Tehran and Moscow are arming Assad and he has an open supply line through Iraq," he said on a brief trip to Turkey to meet defector officers based on the border.

"TRUSTED REBELS"

Mustafa al-Sheikh, a general in the Free Syrian Army who heads an organization of senior officers who have defected, said Washington could channel weapons "to trusted rebels and help to ensure stability after Assad falls".

However, he added: "I have become convinced that the only way to get real arms is to rely on the stockpiles inside Syria and the corruption pervading the Syrian army. The rebels are also increasingly capturing weapons in their guerrilla operations against loyalist fortifications."

Sheikh said he was not convinced of the reasons that Washington is giving for not supplying weapons.

The United States and Israel, he said, were grappling with the possibility of a more assertive replacement to the Assad family. He noted that the Golan Heights - a Syrian border area occupied by Israel in 1967 - had been largely quiet in recent decades under Assad and his father, Hafez al-Assad, from whom he inherited power 12 years ago.

Assad's Alawite minority, an offshoot of Shi'ite Islam, has dominated the majority Sunni Muslim country of 21 million people for the last five decades via the army and secret police.

"The United States, Israel and other world powers have calculated their interest in the region the last five decades based on minority rule in Syria," said Sheikh who is based at a camp set up by Turkey for defecting officers on the Syrian border.

"Washington does not want to risk a Sunni ascendancy by supporting the Syrian revolution, even as Assad continues his bloodbath and gets more support from Iran," said Sheikh.

Eastern U.S. battles heat wave amid power outages

WASHINGTON (Reuters) - Blistering heat blanketed much of the eastern United States for the third straight day on Sunday, after violent storms that took at least a dozen lives and knocked out power to more than 3 million customers.

Emergencies were declared in Maryland, Ohio, Virginia, West Virginia and Washington, D.C., on Saturday because of damage from storms that unleashed hurricane-force winds across and a 500-mile (800-km) stretch of the mid-Atlantic region.

The storms' rampage came as sweltering temperatures topped 100 Fahrenheit (38 Celsius) in several southern cities, including Atlanta, where the mercury hit an all-time record of 106 degrees (41 Celsius), according to Accuweather.com.

Over two dozen cities across 10 states set or tied all-time record high temperatures on Friday and Saturday, including Columbia, South Carolina; Knoxville, Tennessee; and Raleigh, North Carolina.

The heat wave continued Sunday for millions of people from the Plains to the mid-Atlantic.

One of the hardest hit cities was Charlotte, North Carolina, where the mercury hovered at about 101 degrees (38.3 C) Sunday afternoon and was expected to at least tie its all-time record of 104 (40 C) later in the day.

From St. Louis, Missouri, to Washington, D.C., the forecasts were for temperatures that could climb to more all-time records.

"It is very unsafe outdoors for those susceptible to these extreme conditions," the National Weather Service said in a statement.

'CATASTROPHIC DAMAGE" TO POWER GRIDS

Power crews worked to restore service to homes and businesses, and officials in some areas said the job could take up to a week. Utilities in Ohio, Virginia and Maryland described damage to their power grids as catastrophic.

Six people were killed in Virginia in storm-related incidents, and more than 1 million customers were left without power in the worst outage not linked to a hurricane in the state's history, said Bob Spieldenner, a spokesman for the Virginia Department of Emergency Management.

Two Maryland residents died in the storm - one struck by a falling tree in Anne Arundel County, the other electrocuted after a tree crashed into a house in Montgomery County - said state emergency management agency spokesman Edward Hopkins.

In a late Sunday morning update, Maryland Emergency Management Agency spokesman Ed McDonough said a Chesapeake Bay boater was still missing after the storm and 639,000 customers remained without power. That was down from more than 1 million Maryland customers without lights and crucial air conditioning earlier on Sunday morning.

In New Jersey, two cousins aged 2 and 7 were killed by a falling tree in a state park. And in eastern Tennessee, heat was blamed for the deaths of two brothers, ages 3 and 5, in Bradley County. They had been playing outside in 105-degree (41-degree C) heat.

HEATED LABOR DISPUTE

Ohio, where one storm-related death was reported, faced similar difficulties. Outages hit two-thirds of the state with about 1 million homes and businesses left without electricity. Governor John Kasich said it could take a week to fully restore power.

President Barack Obama authorized the Federal Emergency Management Agency (FEMA) to coordinate all disaster relief efforts in the storm-ravaged state.

West Virginia was also hard-hit by storm-related outages, with about 614,000 customers without power, said Terrance Lively, spokesman for the state emergency management agency.

Further north, the storm caused outages from Indiana, where 135,000 customers lost power, to New Jersey, where Atlantic County declared a state of emergency and at least 206,000 customers were without power.

In New York, a heated labor dispute threatened to compound problems posed by the summer heat wave, which has already put an added strain on the electrical grid for New York City and suburban Westchester county.

Power utility Consolidated Edison Inc locked out its unionized workers early on Sunday after contract talks broke down, both sides said, raising the possibility of power cuts.

The company said it had asked to extend negotiations for two more weeks but the union, which had threatened a strike by its 8,500 workers over a new contract, refused. In response, the firm told union members not to report for work on Sunday.

That left managers and any crews the company can hire to fix whatever problems arise as 8.2 million New Yorkers crank up their air conditioners to beat the heat.

Records for June were broken on Friday in Nashville, Tennessee; Louisville, Kentucky; Washington, D.C., and Atlanta. The temperature hit at least 104 F (40 C) in all four cities, according to the National Weather Service.

After a four-month beta program in San Francisco with a reported 10,000 test rides, SideCar officially launched today (June 26) as ?the first on-demand rideshare community.?

Though the company's beta test was invitation only, the service spread by word of mouth, and SideCar enjoyed high numbers of repeat participants in both the driver's and passenger's seats. The peer-to-peer ride-sharing service claims to be more than just a platform ? it's being dubbed a transportation community which brings one more option into the shareable transportation fray.

Using the free SideCar mobile app, drivers and passengers can find each other instantaneously and share on-demand rides. Rather than call a cab, riders can use their smartphones to find a SideCar ride. Passengers use the app to set their pick-up and drop-off locations, then track their SideCar driver in real-time to get an estimated pick-up time.

The app also tracks progress to destination in real-time, offers a constantly adjusted ETA, and lets riders easily message arrival information to those at the destination. I especially like the progress tracker that uses mapping software. It offers added assurance that you're actually headed in the right direction.

The mobile app includes sharing and rating features (for both riders and drivers), as well as an electronic tip jar so the rider can help cover the driver's expenses. SideCar is finding that the contributions often cover drivers' vehicle maintenance and operation costs. And voluntary online donations keep the service within the definition of ride-sharing instead of a taxi service, though the latter is exactly what Sidecar aims to disrupt.

But, as SideCar driver Eric Janson notes, it's not all about the money: ?I started out driving to cover the cost of my car, but now I just love meeting all the interesting people this city has to offer. I often see the same people, and I'm getting to know them. It?s more fun than you can imagine at first. The other great thing is I can log in to the app whenever it suits me, so it?s completely flexible for my schedule.?

To bolster trust and safety of all concerned,?SideCar offers a number of impressive features. They seem to have taken this aspect of the service quite seriously, and for good reason given high-profile incidents at sharing economy leaders Airbnb and RelayRides.?For passengers' safety, SideCar offers:

  • ?Interviews with all drivers before allowing them onto the system.

Liner QE2 to host visitors again as hotel in Dubai

(AP) ? Dubai has settled on a use for the storied Queen Elizabeth 2 cruise liner it bought for $100 million, with plans to make it into a floating hotel fitted with the original furnishings.

The chairman of the Dubai company that owns the ship said Monday he expects the 300-room hotel to open within 18 months at the city's downtown Port Rashid.

Istithmar World Chairman Sultan Ahmed bin Sulayem says the company realized visitors want to see the QE2 as it originally looked, so is not planning major changes as part of the conversion.

The ship's fate has been the subject of intense speculation since Dubai bought it in 2007. Original plans to completely overhaul it as a luxury hotel were scrapped when Dubai's economy tumbled into crisis.

'Bend It Like Beckham' Soccer Equation Tells How David Beckham Kicks Curving Shot

Want to bend it like Beckham? Students at the University of Leicester in England have come up with an equation that describes in simple terms just what it takes to kick a curving shot like soccer legend David Beckham.

Well, maybe not quite so simple.

The four physics students found that the distance a ball bends (D) as a result of the Magnus effect (the phenomenon in which a spinning ball traces a curving arc as it travels through the air) is related to the radius of the ball (R), the density of the air (?), the ball's angular velocity (?), its velocity through the air (v), its mass (m) and the distance travelled by the ball in the direction it was kicked (x).

Got that? Oh well. But if the equation's meaning is a bit hard to grasp, its origins sound simple enough.

"Whilst researching new ideas for a paper I read about how physics influences various aspects of football, from the clothing they wear to the effects of playing at high altitude," one of the students, 22-year-old Jasmine Sandhu, said in a written statement released by the university. "The article discussed how a new design of ball, used in the 2010 World Cup, has three dimensional molding of the panels in order to produce a more rounded ball, thus affecting the spin that can be imparted. This prompted us to examine how footballers use spin on the ball, and the factors which influence how much the path of the ball would bend."

Sandhu's co-authors on the paper describing the formula were Amy Edgington, Matthew Grant and Naomi Rowe-Gurney. Their paper was published in the University of Leicester's Journal of Physics Special Topics.

Props to the students, but if you really want to kick a curving shot like the "footballer" whose abilities inspired the 2002 movie "Bend It Like Beckham," you might be better off reading NASA's take on "bending" a soccer ball--or maybe just watching this guy.

Hot Weather Affects Holiday Plans

PHILADELPHIA (CBS) ? With the mercury expected near triple-digits, a real-feel temperature of over 100 degrees, and an excessive heat warning until Sunday evening, who needs a grill for the burgers and hot dogs?

Some people say the heat and humidity is wilting their plans:

?Just relax, stay indoors.?

?I?m sure I?ll be staying in a lot this weekend, since it?s going to be like 100 degrees.?

Others say:

?Heat? What heat??

?I like being outside, I don?t care how hot it is.?

?It doesn?t bother me, just get a tan.?

But Stephanie from Phoenixville has a plan:

?I have two family members with pools so I?ll be in the pool a lot.?

The bonus, she says, is the pool belongs to someone else so she doesn?t have to worry about cleaning it.
