Mark Schulman: Power, Presidents, and the Lessons of Penn State

When I reflect on my three presidencies, all at colleges and universities very different than Penn State -- none with a football team -- I wonder if I could have kept a scandal as sordid and unsavory as Jerry Sandusky under wraps.

I conclude that I could not. (And, of course, would not.)

But even after reading the litany of horrors that is the Freeh report (you can almost smell the sulfur), I can readily understand how it might happen.

The line between how much it is necessary or essential to reveal to a Board, and when the revelation would be irrelevant or counterproductive, isn't crisp. As president thrice over, I have always felt that I should weigh the desire for transparency with the wish not to burden the busy Board members with administrivia. There's always the rule to follow that the Board should never be surprised if they discover something that they didn't know. But there's much I deal with as a CEO that doesn't seem useful for them to know.

Keeping a wary eye within this aspect of the Board-President partnership is the lesson of Penn State.

Rarely will we see the high drama of this horrific situation -- even less likely in the future as other institutions learn their lesson from the mess at Penn State. But there will always be lurking in the background the balance keeping: need to know, or not?

How does a president make that decision?

For my current Board and myself that is the lesson we must learn from Penn State. What comes around to smack us upside the head will not be a colossal and nasty sexual abuse scandal, I suspect. It likely would be something much more mundane, much more subtle, and far less likely to cause the pain and distress and damage of the Penn State calamity, but nevertheless a distressing perturbation to the system. Our vigilance will be based on honest communication and the values of the humanistic worldview that is part of our institutional DNA.

After the release of the investigation, the Board correctly and directly took the fall for the debacle. Board of Trustees chair Karen Peetz was quoted as saying "The board accepts full responsibility. We will take every action to make sure events like these never happen again."

Penn State football (and its other sports, I presume) will never recover from the blemish; Penn State University may ultimately regroup and reinvent itself with a less indecorous image but it's a long way off.

If that's not enough to inoculate us from the virus that infected Penn State, we need to re-examine our Weltanschauung. But, of course, that's our constant project anyway. Or should be.

Perhaps it is when presidents -- and Boards -- stop asking these questions, stop worrying about where the line of disclosure is and what side they're standing on, that evils like this arise. If so, it demonstrates once again that the fulfillment of the values held most dear in higher education can only come from their constant re-examination. The relief that such important questions are "settled" is a sure sign that the guards are asleep and scandal stirs.

Those of us in power are meant to be uncomfortable: perhaps it's an irony, but too often it's the only thing that keeps us vigilant.

Vietnam and Japan signed a memorandum of understanding on improving Vietnam?s chemical risk management system, in Hanoi on July 15.

The signatories were Deputy Minister of Industry and Trade Nguyen Nam Hai and Japanese Deputy Minister of Economics, Trade and Industry Mitsuyoshi Yanagisawa.

The MoU aims to enhance the implementation of the Law on Chemicals in Vietnam and mitigate negative impacts of the chemical industry on human health and the environment for sustainable development.

Under the agreement, the Ministry of Industry and Trade (MoIT) and Japan?s Ministry of Economics, Trade and Industry (METI) will share information, knowledge, experiences, regulations and technology in chemical management and work together in personnel training.

The two sides will organise annual dialogues on topics and issues of mutual concern.

Addressing the signing ceremony, Deputy Minister Yanagisawa affirmed that the MoU will serve as an important framework for bilateral coordination in drafting standards and institutions for the management of the chemical industry to match regulations of the region and the world.

According to Deputy Head of the MoIT?s Chemical Department Phung Ha, from now until 2015, the two sides will build a chemical database and a list of chemicals to assist the implementation of the Law on Chemicals as part of the Asian Sustainable Chemical Safety Plan.

With METI assistance, the ministry will open training courses for staff in relevant State agencies and enterprises to increase their capacity in chemical risk assessment and management and safety management of toxic chemicals.

Federal produce-testing program spared _ for now

(AP) ? The nation's largest produce-safety testing program narrowly escaped closure thanks to a last-minute grudging reprieve from the Agriculture Department, and finding a permanent solution to keep tainted fruits and vegetables from reaching consumers could take an even bigger effort.

Each year, the tiny program screens thousands of produce samples. It has found more than two dozen bacteria-laced examples that prompted recalls of lettuce, tomatoes and other foods from grocery stores.

It was at risk of being scrapped after President Barack Obama's proposed budget slashed the effort's funding earlier this year. But USDA spokesman Justin DeJong said late Monday that although the Microbiological Data Program "does not align with USDA's core mission," it will operate through December, using existing agreements with states to keep testing for salmonella, E. coli and listeria over the next six months.

Public health officials and food safety advocates have long argued that getting rid of the program would leave the country without a crucial tool to investigate outbreaks of deadly foodborne illnesses.

If samples test positive for bacteria, it can trigger nationwide recalls and keep contaminated produce from reaching the public.

Dr. Robert Tauxe, the U.S. Centers for Disease Control and Prevention's top food-germ investigator, has said the program's information can be key to pinpointing foods tied to outbreaks, and it could not easily be replaced by companies' internal tests or more modest federal sampling programs.

The CDC said contaminated fruits and vegetables caused nearly one-third of the major multistate foodborne illness outbreaks last year.

Rep. Rosa DeLauro, D-Conn., a longtime food safety advocate, said she would continue to push for the program to stay open beyond the year's end, since the House and Senate have not included any funding for it in their agriculture spending bills.

"I am glad to hear the program will continue, but a temporary reprieve is not enough," she said. "It is unacceptable for this crucial, cost-effective program to be eliminated."

Finding more money for the modest program, which cost $4.3 million to run last year, may be tough in this economic climate. The FDA is already squeezed for food safety dollars, receiving so little money for food inspections that some facilities are only inspected every five to 10 years.

In recent years, industry leaders from United Fresh Produce Association and other major trade groups have repeatedly urged the government to get rid of the USDA program, saying it has cost growers millions of dollars in produce recalls and unfairly targeted farmers who aren't responsible for contaminating the food.

They want the private sector to do more testing, rather than allowing the USDA to take random samples of fruits and vegetables at massive grocery store distribution centers, after produce has already left company control.

Ray Gilmer, a United Fresh spokesman, did not immediately comment Monday. He has said the industry supports funding the FDA to do more scientifically rigorous tests that would help monitor public health.

On the eve of the Windows 8 launch, it's no surprise that Microsoft is revealing its next Office suite. What may surprise you is that Office 2013 is not really designed for Windows 8. It's a suite with many remarkable enhancements, but it is not finger friendly.

As Steve Ballmer took the stage in San Francisco Monday?to unveil the newest flagship apps, Microsoft was not yet sharing details of pricing or availability for the new suite, but the company did brief me on some particulars of its distribution, along with sharing a demo tablet containing a fully functional preview version of Office 2013 software, which includes Word, Excel, PowerPoint, Outlook and a load of subsidiary apps such as OneNote and Lync.?

Microsoft will be selling them in the usual bundles for home, school and business use, but will also, for the first time, extend the Office 365 subscription to consumers. That means that, for a fixed monthly or annual fee, you will be able to access the latest Microsoft Office software on the Web, and download it on any device, including Macs and PCs, and whatever mobile devices where an Office software suite is currently available.

What Microsoft has not shared yet is news of a tablet-friendly Office designed for touch-controlled Windows 8 tablets, let alone an edition for iPads. (The next Office for Mac has not been revealed either.) When I discussed the matter with Chris Pratley, the general manager of Microsoft's Office Labs, he told me that it will take time for his team to work out how to best design for the finger interface, and that consumer and business subscribers to the 365 service would immediately benefit from any updates ? especially if those updates are rolled out for multiple devices at once.

Though this may come as a disappointment to some, the Office 2013 suite itself is impressive in design and execution, so let's take a look at some of its key features, which I've demonstrated in this video:

As you can see from this brief overview, one of the chief design directives for Pratley's team was to eliminate the faux "chrome" that clutters software -- the fake buttons, bars and gutters. Overall, Office is more elegant, and the visual design remained after the streamline is more apt to?be relevant to your needs.?

I said it wasn't finger friendly and it really isn't, but this aspect of the redesign jives with the overall "Metro"?design mentality of Windows 8. When a tablet-optimized version does appear, it will no doubt look very similar.

Microsoft also touts the new Office as being very much integrated with the cloud, particularly accessing and even collaborating on documents stored in the SkyDrive (which offers substantial free storage if you have a Hotmail account or other Windows Live access). I can say that I did enjoy manipulating documents, tossing them to my SkyDrive from one computer, then pulling them up on the tablet to manipulate. I do think the near future will bring?independence from local storage for basic documents. However, there are pitfalls, like trying to reach a document on Microsoft's SkyDrive?when your connection is spotty.

Here are some of the new features (some of which I demonstrate in the video above):

In Word:
PDF "reflow" - The frustration of dealing with these uneditable PDFs is over. The new version of Word lets you open PDFs as if they were Word docs, even intelligently translating tables and other text formatting for you to easily edit.

Read view - Acknowledging that many Word documents are sent to you not to edit but just to read, Microsoft has created a very fluid Read view. Here's one thing that is finger-friendly: page turn tap buttons appear?on either side of the tablet, so that you can scroll through a document without lifting a finger (too much).

In PowerPoint:
Presenter view - I am not a big PowerPoint junkie, but even I value the benefit of this Presenter view, which shows you what your audience can see, along with a timer and?a spot for notes. You can even zoom and pan, or use a pen to highlight things in each slide.

In Outlook:
In-line replies - I have never understood why you have to pop out an email to reply to it in Outlook, and now you don't have to. Click Reply, and a little room for your response appears at the top of the document, without having to reorient your eyes.

"Peek" at calendar, etc. - Another thing I don't like about current Outlook is the need to jump into the Calendar. I just want to glance at it, or well, "peek" at it, and now I can. Hover over the calendar icon with your mouse, and you get a nice tidy look ahead that's gone as soon as you know what's ahead.

Weather bar -?If you configure your Outlook a certain way, you can keep at-a-glance weather information on top of your calendar. Cool trick: If you are traveling and input your geographical data correctly, the weather forecast will sync to wherever you're going, so you can plan ahead.

People cards/social connectors - One of the coolest things about Windows Phone and Windows 8 is the emphasis on people, and the fact that they have multiple email addresses, social accounts, phone numbers, mailing addresses and all that. The People cards, which are compatible across all of the next-gen Microsoft software, give you control to that, in an application that requires hardcore people-juggling.

In Excel:
Recommended charts - One of the neatest things to hit Office from the labs of Microsoft Research, this feature looks at highlighted data and, on the fly, mocks up a bunch of different charts and tables for it. With so many options, you're bound to find the one chart you actually want, which would have taken you hours to work your way to if you're not an Excel ninja.

"Flash Fill" autocomplete - If you have a tablet with a lot of garbled?data and you're trying to clean it up by hand, the Flash Fill function will look?at what data you already have, study patterns in the text, and try to lend a hand by guessing what you're going to type. (I realize this is a vague explanation, but trust me, it's a cool feature, especially if you import data into Excel and have to mess with it a lot. Hopefully the image below gives you some idea of what I mean.) ?

How US military's CAAT walks on water

When U.S. Marines assaulted Pacific island strongholds during the last years of World War II, they relied on amphibious tractors capable of swimming with their tank treads. Today, the U.S. military has begun testing inflatable tank treads to carry supplies from ship to shore during disaster relief operations.

The inflatable tanklike treads of the Captive Air Amphibious Transporter (CAAT) can separate into flat panels to push on the water like a paddleboat. That enables the CAAT to not only swim, but also to crawl across sandy beaches, mud, ice fields and even sea walls ? making it ideal for delivering cargo or troops in harsh conditions following a mega-disaster such as an earthquake or tsunami.

"The CAAT works very much like a tank, with moving tracks that are driven by a sprocket or drive wheel," said Scott Littlefield, program manager for the U.S. Defense Advanced Research Projects Agency (DARPA). "However, unlike the metal treads on a tank, the CAAT has large buoyant treads, that are either inflated with air or filled with a lightweight foam."

DARPA teamed up with the Office of Naval Research to make the CAAT as part of a project to aid disaster relief operations. The same effort has also led to flying robots that use parasails to deliver cargo from ship to shore. [ Pentagon Floats Parachuting Robots for Disaster Relief ]

The CAAT's inflatable treads help the vehicle ? each weighing thousands of pounds ? float on water. They also work like tires on land to spread the weight of the vehicle to just 2 pounds per square inch of pressure, Littlefield told InnovationNewsDaily.

Tests with a small-scale prototype of the vehicle have shown how it can drive right up onto land from water, as well as travel across beaches and mud. The CAAT has also successfully climbed over a 1-foot wall to go from water to the deck of a barge.

Just as importantly, the CAAT consists of parts that can be taken apart and stored inside of standard cargo containers ? the same ship containers that carry everything from TVs to iPads across the world's oceans. That enables regular cargo ships to act as mobile bases for delivering humanitarian supplies during the worst disasters, rather than requiring specialized U.S. Navy ships.

"The CAAT is a versatile technology that can be scaled to accomplish a variety of amphibious missions, including delivery of personnel, rolling stock, general cargo and enable petroleum delivery," Littlefield said.

DARPA has wrapped up its work on the amphibious vehicle, but the Office of Naval Research continues to consider whether the inflatable technology can also work for the Navy or Marine Corps. The U.S. Marines currently rely upon hovercraft and a tracked amphibious assault vehicle for beach assaults or landing operations.
