  • Having ads "impersonate system notifications or warnings"
  • Disclosing personal information without authorization
  • Forcing users to activate an ad in order to continue use of an app
  • Spamming the store with multiple versions of an app

Apps that fail to follow the new guidelines may be removed from the store. But as always, such apps can still be installed by "sideloading," or downloading the app directly from anywhere it's available, and not just the?Google Play Store.

HIV care centers are an important and highly accessed point of care for HIV-infected children and their families in sub-Saharan Africa, but opportunities to address other health issues are being missed. Proven interventions, including routine deworming among young children, could be effectively integrated into HIV care according to a newly published article in PLoS by University of Washington researchers.

The article, "Integration of Deworming into HIV Care and Treatment: A Neglected Opportunity," estimates that millions of HIV-infected individuals in sub-Saharan Africa are also infested with parasitic worms, called helminths. The parasitic infestations have enormous health consequences, including anemia, malnutrition, and impaired cognitive development, and may also increase the progression of HIV.

Helen Gerns, the lead researcher on the paper, said that the World Health Organization (WHO) recommends annual or bi-annual deworming of children in schools as a cost-effective strategy to diminish the consequences of chronic helminth infection. However, many children are not routinely being dewormed through programs in schools. This, despite the fact that standard treatment of soil-transmitted helminth infection entails only a single 400 mg dose of albendazole, making routine deworming of children a simple intervention. In addition to missing those children who are unable to attend school during deworming campaigns, school based deworming misses pre-school aged children.

"Annual deworming of preschool-aged children is safe and highly effective in reducing parasite prevalence and intensity, malnutrition, and risk of stunting, but a formal policy does not yet exist to target this age group," said the researchers. "Because children are infected and often diagnosed with HIV while very young, preschool-aged children can easily be dewormed in HIV clinics, along with their siblings, to reduce the occurrence of reinfection."

Deworming HIV-infected children may have additional benefits, including delaying the progression of HIV, reducing other infections, and increasing responsiveness to vaccines.

"Population-level data show that regional variations in vaccine efficacy correlate with variations in the prevalence of enteric [gut] pathogens," according to the article. The article cites increased efficiency in the rotavirus vaccine and polio eradication efforts in countries with fewer cases of helminth infections.

"Children who failed to respond to oral poliovirus vaccinations were 25 percent more likely to harbor infections with intestinal parasites than vaccine responders," according to the article.

"Given that deworming is standard medical care among all children in many settings, we should not miss such an effective, inexpensive and practical opportunity to deworm HIV-infected children," said co-author Dr. Judd Walson, assistant professor of global health at the University of Washington.

ScienceDaily (Aug. 1, 2012) ? A new study of renewable energy's technical potential finds that every state in the United States has the space and resource to generate clean energy.

The U.S. Department of Energy's National Renewable Energy Laboratory produced the study, U.S. RE Technical Potential, which looks at available renewable resources in each state. It establishes an upper-boundary estimate of development potential. Economic or market restraints would factor into what projects might actually be deployed.

The report is valuable for decision-makers and utility executives because it compares estimates across six renewable energy technologies and unifies assumptions and methods. It shows the achievable energy generation of a particular technology given resource availability -- solar, wind, geothermal availability, etc. -- system performance, topographic limitations, and environmental and land-use constraints.

The study includes state-level maps and tables containing available land area (square kilometers), installed capacity (gigawatts), and electric generation (gigawatt-hours) for each technology.

"Decision-makers using the study will get a sense of scale regarding the potential for renewables, and which technologies are worth examining," said NREL's Anthony Lopez, a co-author of the study. "Energy modelers also will find the study valuable."

"This is intended to be a living document," NREL's Donna Heimiller, another co-author, added. "We'll be frequently updating the information as we get more data."

Congress approves new sanctions on Iran

WASHINGTON (AP) ? Congress voted Wednesday to slap sanctions on Iran's energy, shipping and financial industries, convinced that increasing the economic pressure on Tehran will derail its suspected nuclear weapons program.

The House overwhelmingly passed the bill 421-6 and a short time later, the Senate approved it by voice vote. The measure now heads to President Barack Obama for his expected signature.

The legislation builds on the current penalties directed at financial institutions that do business with Iran's central bank and adds sanctions to undermine Tehran's oil income.

"Ultimately, we will all be judged by a simple question: Did we stop Iran from getting a nuclear weapons capability?" said Rep. Ileana Ros-Lehtinen, R-Fla., during the House debate. "If the answer is no ? if we fail ? then nothing else matters. If we fail, it would be of no comfort to the American people, whose security and future would be put in danger. If we fail, it would be of no comfort to our ally Israel, whose very existence would be put in danger."

Ros-Lehtinen, the chairwoman of the House Foreign Affairs Committee, and Sen. Tim Johnson, D-S.D., chairman of the Senate Banking Committee, negotiated the compromise bill.

Johnson called attention to the "sputtering" negotiations between the West and Iran over its uranium enrichment.

"Economic sanctions are not an end: They are a means to an end," Johnson said. "That end is to apply enough pressure to secure agreement from Iran's leaders to fully, completely and verifiably abandon their illicit nuclear activities."

The legislation would impose sanctions on anyone who mines uranium with Iran; sells, leases or provides oil tankers to Tehran; or provides insurance to the National Iranian Tanker Co., the state-run shipping line. The bill seeks to undermine Iran's ability to repatriate revenue from the sale of crude oil.

The bill would penalize anyone who works in Iran's petroleum, petrochemical or natural gas sector, or helps Tehran's oil and gas industry by providing goods, services, technology or infrastructure.

"Our current sanctions, and a recent European Union ban on purchasing Iranian oil, have already had an impact," said Senate Majority Leader Harry Reid, D-Nev. "In spite of the rhetoric coming out of Iran, the regime is clearly feeling the heat. Oil exports are down by 50 percent, and the Iranian currency has lost nearly 40 percent of its value."

Separately this week, President Barack Obama announced new penalties on Tehran's energy sector and on foreign banks in China and Iraq that the U.S. says help the Islamic republic evade international penalties.

The United States and Europe insist that the penalties are working. Iran has exported 2.5 million barrels of oil a day to Europe, China, India, Japan and South Korea. U.S. officials say the penalties have reduced Iran oil exports to less than 1.8 million barrels a day, costing Tehran about $63 million daily.

But in Jerusalem on Wednesday, Israeli Prime Minister Benjamin Netanyahu challenged the effectiveness of sanctions.

"Neither sanctions nor diplomacy has yet had any impact on Iran's nuclear weapons program," the Israeli leader said, with Defense Secretary Leon Panetta standing by his side.

The compromise bill would target the Iranian Revolutionary Guard Corps and anyone who assists the paramilitary group, including foreign government agencies.

The bill also would deny visas and freeze assets on individuals and companies that supply Iran with technology that could be used against its citizens, such as tear gas, rubber bullets and surveillance equipment. The bill extends those sanctions on human rights violators to Syria, where President Bashar Assad's regime is accused of a bloody crackdown against protesters.

The bill requires companies that trade on the U.S. stock exchange to disclose any Iran-related business to the Securities and Exchange Commission.

Late last year, Congress overwhelmingly approved sanctions targeting foreign financial institutions that do business with Iran's central bank by barring them from opening or maintaining correspondent operations in the United States. Those sanctions applied to foreign central banks only for transactions that involve the sale or purchase of petroleum or petroleum products.

The new bill expands on those penalties.

"These provisions are very important, but the Iranians should not be fooled into thinking that this is the last word on sanctions. Far from it," said Rep. Howard Berman of California, the top Democrat on the Foreign Affairs Committee.

A handful of lawmakers objected to the legislation, casting it as a step toward war.

Rep. Ron Paul, R-Texas, said the legislation should be called the "Obsession With Iran Act" and warned against "beating the war drums once again."

"We need to stop the wars. We don't have the money to fight these wars any longer," Paul said.

Rep. Dennis Kucinich, D-Ohio, said the bill sets the stage for another conflict

Berman dismissed that idea.

"This is not the next step to war. This is the alternative to war," he said.
